Description(s): The Humphreys Engineer Center Support Activity (HECSA) intends to solicit for and negotiate a Single Award Task Order Contract (SATOC) for the required services as specified in the Performance Work Statement (PWS). FAR Part 15 procedures will be used. It is anticipated that task orders will be predominantly Firm Fixed Price. Private industry may identify their interest and capability to respond to any future requirements of this nature. This notice is for market research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this notice is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this notice or pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this notice and the Government's use of such information. Submission Requirements: The Government is seeking to identify qualified sources either singularly, or as part of an assembled team under North American Industry Classification System (NAICS) 541618 – Other Management Consulting Services. Companies are encouraged to respond to this request if they are interested in receiving a future Requests for Proposal (RFP) for the requirement described in the attached PWS. Instructions: After review of the attached Performance Work Statement, interested parties should submit a response in Microsoft Word or Adobe PDF Format. There is no Controlled Unclassified Information. Any company proprietary information must be marked appropriately. Information should not exceed 20 one-sided 8 ½ x 11 pages, with one-inch margins, and font no smaller than 11 point. Respondents should include as part of their submission: 1. A summary of the company's qualifications to provide the required services as detailed in the attached Draft PWS during the past five years, including any on-going contracts. Include Contracting Activities/Agencies, Contract Numbers, Contract Value, Contract Period of Performance and a Point of Contact at the Contracting Activity who can verify the information you provided. 2. A completed Questionnaire provided as an Attachment in this notice. Background: The Civil Works component of USACE involves development and management of the Nation’s water resources, support of commercial navigation, restoration, protection and management of aquatic ecosystems, flood risk management, and provision of engineering and technical services in an environmentally sustainable, economic, and technically sound manner with a focus on public safety and collaborative partnerships. More specifically, Civil Works is tasked with administering the Clean Water Act Section 404 program, recreation, hydropower, and water supply at USACE flood control reservoirs, and environmental infrastructure. Civil works staff oversee construction, operation, and maintenance of dams, canals, and flood protection in the U.S., as well as a wide range of public works throughout the world. USACE has 37,000 civilian and military personnel, making it one of the world's largest public engineering, design, and construction management agencies. The Sustainable Rivers Program (SRP) is part of the USACE Civil Works program is. The mission of SRP is to improve the health and life of rivers by changing water infrastructure operations to restore and protect ecosystems, while maintaining or enhancing other project benefits. SRP began in 1998 with an initial collaboration to improve the ecological condition of Green River, Kentucky. The Program was formally established in 2002, involved 8 river systems, and focused on reservoir management. SRP is done in partnership with other Federal, state, and nongovernmental entities. The founding objective of SRP is implementation of environmental flows, which are defined as the quantity, timing, and quality of water flows required to sustain ecosystems. As of 2019, SRP involved work on 66 Corps reservoirs in 16 river systems and 5,083 river miles. SRP is now the largest scale and most comprehensive program for implementing environmental flows at Corps reservoirs. Today, environmental flows remain a key focus of the Program. The Program recently began exploring other water infrastructure-oriented actions with potential to produce environmental benefits. Specifically, the Program is pursuing the following strategic directions: 1) expand geographically with a focus on multi-purpose reservoirs and environmental flows; 2) broaden the types of environmental actions being used to achieve sustainable management of water and ecosystems at multi-purpose reservoirs; and 3) adapt SRP methods to other infrastructure types including locks and dams, dry dams, and other structures.
