USACE intends to negotiate Multiple Award Task Order Contracts utilizing full and open competition and FAR Part 15 under North American Industry Classification System (NAICS) code 541618 (Other Management Consulting Services). The MATOC is anticipated to contain a period of performance consisting of one base year plus four one-year option periods and up to six-months to extend the contract IAW FAR 52.217-8. The anticipated maximum shared capacity of the MATOC is $49,500,000.00. This is an updated Sources Sought Notice to W912HQ23S0020. The draft Performance Work Statement has changed. Submission requirements: Please submit a capabilities statement in addition to responding to the attached Questionnaire. Submissions should not exceed 25 pages with 12-point font, single spaced, using 1-inch margins. The Questionnaire, table of contents and cover pages are not included in the page count. Responses should be submitted in PDF format. Responses should describe the interested party's capabilities to complete the required services detailed below. Background This contract will include support for the operation, maintenance, upkeep, and development of Automated Information Systems (AIS) operated and/or otherwise managed by the Institute for Water Resources and its various Centers. Among the AISs and applications for which support will be sought are those operated and/or otherwise managed by the Navigation and Civil Works Decision Support Center, including the: Lock Performance Monitoring System; Dredging Information System; Notices to Navigation Interest Information System; Transportation Operations and Waterborne Statistics System; and their government-internal and public-facing applications. While this contract will allow for delivery of similar services for other yet-to-be named systems operated and/or managed by the Institute for Water Resources and its Centers, the four specific AISs referend above are described below: Lock Performance Monitoring System (LPMS) – is a cloud-based integrated data system designed to manage information and data associated with characteristics, disposition, operation, status, utilization, and overall performance of the Nation’s navigation locks. Dredging Information System (DIS) – is a cloud-based integrated data system designed to manage information and data associated with scope, characteristics, costs, planning, scheduling, awarding, and execution of USACE dredging programs and projects. Notices to Navigation Interests Information System (NTNI) – is a cloud-based integrated data system designed to manage information and data associated with scope, characteristics, scheduling, duration, and anticipated effects of USACE actions that have the potential to affect navigation of/in the nation’s navigable waters. Transportation Operations and Waterborne Statistics (TOWS) System – is a suite of databases and applications that support ingest, review, management, retrieval, reporting, and digital publication of waterborne commerce statistics (e.g., vessel operaitons and movements, commodity movements) and related data (e.g., dock and navigation infrastructure characteristics, port and statistical boundaries, waterway networks, commercial navigation routes), that is being transitioned from an on-premise environment into a cloud-based integrated data system. Each of the referenced data systems includes government-internal user interfaces and data services designed to support: data entry, retrieval, and management; data quality assurance and control; data processing, analyses, aggregation, and visualization; reporting; and cross-AIS data integration (including exchange of data with other USACE AISs). Each also includes public-facing user interfaces and data services designed to support: data and information retrieval, visualization; reporting; and cross-AIS data integration. Description of Services The Contractor shall provide all personnel, equipment, material, tools, supervision, quality control, and other items necessary to provide software engineering services to support on-going data system and software operation, maintenance, and upkeep required to sustain data system function, availability, accessibility, and compliance with government cyber security requirements. The scope of services and products subject to delivery under this contract are characterized as follows: Domain 1: Server and Software Maintenance Domain 2: Research and Development for Models and Software Domain 3: Modernization and Migration for Models and Software Domain 4: Data Management Domain 5: Risk Management Framework and Information System Security Officer Services Domain 6: Documentation and Training Support Services and products typical of each domain may be sought for any data systems, applications, and/or datasets operated and/or otherwise managed by the broader Institute for Water Resources and each of its Centers. Capacity to deliver such services and products for the four specific AISs operated and/or otherwise managed by the Navigation and Civil Works Decision Support Center (i.e., LPMS, DIS, NTNI, and TOWS) is a requirement of this contract. The following descriptions of knowledge and understanding affiliated with LPMS, DIS, NTNI, and TOWS reflect the types and kinds of knowledge and understandings that may be sought for not-yet-identified data systems, applications, and/or datasets that are or may be operated and/or otherwise managed by the broader Institute for Water Resources and each of its Centers. Typical services for the four and yet-to-be identified AISs will require understanding of the following: Relation and geospatial database schemas, API, and user interface development and support requirements for AISs such as LPMS, DIS, NTNI, and TOWS, to include: Updates and reaction to security policies and changes to COTS products (Oracle, Apache, etc.) Troubleshooting and appropriate software code changes, patching, and/or configuration changes to fix software incompatibilities, software defects, and/or cybersecurity vulnerabilities Coordination of operations by individual users, connectivity to the databases and applications using shared mailboxes requiring CorpsNet access Coordination with USACE, its Civil Works Business Intelligence Program Management Office, and cloud IT service providers USACE, Army, DoD Security and policy compliance and required documentation Schema and API design and development to deliver new features and maintain standard industry practice Web services and related software, to include: Comply with Army Data Service Requirements memorandum and enclosure (https://api.army.mil/e2/c/downloads/2022/04/21/2ee1f1fe/mandatory-implementation-of-army-data-services-requirements-memo.pdf) Create new and maintain existing data services, with preference for existing solutions utilizing Oracle Rest Data Services (ORDS) and GraphQL Database modernization, integration, and innovation, including awareness of such activities occurring with LPMS, DIS, NTNI, and TOWS systems, and broader industry and technological trends and advancements, to include: Reorganization and update of legacy code and data sets Agile delivery DevSecOps implementation Redesign of CWMS server processes Enterprise administration and monitoring Cloud development and migration, to include: Modernization of data systems and their components to be compatible or native to cloud environments, to include: containerization of existing apps and creation of a deployment pipeline which utilizes a repository, and migration of applications to a cloud-native serverless architecture. Database re-implementation and/or redesign Compliant web service implementation that leverages cloud capabilities Cloud based modeling, design, and implementation, such as that which may be associated with LPMS, DIS, NTNI, and TOWS web interfaces and reporting/visualization environments Develop and implement automated data processing activities in cloud environments Monitoring and troubleshooting of processes hosted in cloud environments Identify connectivity and performance considerations for functionality that may be hosted in different CorpsNet and cloud environments. Develop and implement transition plans to support interoperability between or movement of operational processes from CorpsNet to cloud Support for AISs including enabling and facilitation of interoperability with other database, web services, and scripting and automated processes. Deep familiarity and experience with relational and geospatial database and system functions and use cases, database structure, code, and relationships among data systems operated and/or otherwise managed by the Institute for water Resources and its Centers, including those operated and/or otherwise managed by the Navigation and Civil Works Decision Support Center and its Waterborne Commerce Statistics Center. Timely deployment of AISs maintenance patches, updates, new feature development, and troubleshooting Authentication and privilege management – components such as those associated with LPMS, DIS, NTNI, and TOWS databases, web services, login server, etc. Provide Risk Management Framework (RMF) and Information System Security Officer (ISSO) Support, with particular attention to: LPMS, DIS, NTNI, and TOWS Authority to Operate (ATO) – assist with STIG compliance reviews, Plan of Action and Milestone (POA&M) creation and completion, security control annual reviews, documentation, reaccreditation efforts, etc. US Government, DoD, and USACE-specific requirements and expectations of Information System Security Officers User interface maintenance updates, new feature development, and troubleshooting Comprehensive data and reporting support to USACE Headquarters, Divisions, and Districts Software QA/QC processes Develop testing pipelines and plans, to include documentation of test processes and analysis of results Testing – Maintain and standardize unit tests, system tests, integration tests, and regression tests Automate tests using build system tools framework Expand test coverage of AIS functionality and integration Create and maintain multiple branches of code repositories for supported AISs, such that individual changes can be evaluated and promoted independently between development, test, and production environments Techniques to dynamically aggregate and disaggregate data for purposes of disabling ability to attribute or deconstruct analyses of data to identify individual sources, to include techniques applied to LPMS, DIS, NTNI, and TOWS pursuant to requirements of the Trade Secret Act and related laws and regulations. Miscellaneous improvements to other related LPMS, DIS, NTNI, and TOWS efforts Data Management Efforts Creation of and updates to metadata for each system, its datasets, its interfaces, and its available data services in a format compliant with the Geospatial Data Act and the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). Implement domain control for datasets, such that authoritative data sources are used for things like names and lookups Dataset lifecycle management documentation and related metadata to monitor data reliability, and updates to external data can be refreshed Incorporate external data sources into existing data models for improvements to existing functionality and quality Provide for review, standardization, and/or related quality checks and corrections for existing data within AISs Provide system updates to automate data entry or otherwise impose user interface logic to improve the quality of data entered See the attached PWS for additional information and the attached Questionnaire for the MATOC.
