The US Army Corps of Engineers (USACE) Humphreys Engineer Center Support Activity (HECSA) is seeking information from industry to determine capabilities and determine interested sources in the subject requirement. This is a Sources Sought Notice for Market Research purposes only. This is not a Request for Proposals. The Government will not reimburse any costs for responding to this Notice. The Government reserves the right to reject in whole, or in part, any of the information submitted in response to this Notice. The Government has no obligation to inform respondents of the results of this survey. It is anticipated a contract will be awarded for this requirement using FAR Part 13 - Simplified Acquisition Procedures. Interested sources should respond to the attached Questionnaire and provide a Statement of Qualifications to facilitate the Government's market research. The Government will analyze the responses and determined if there is a sufficient pool of qualified small businesses to allow for a total or partial small business set-aside. If the pool of small businesses is insufficient, the Government may elect to solicit for this requirement using full and open competition. The Government does not intend to rank submissions. Submission Requirements: Interested sources should submit their response in PDF format. Pages should use 12 point sized font with single spaced lines and 1 inch margins. Submissions should not exceed 15 pages. The questionnaire, cover pages and table of contents are not included in the page count. Responses should describe the interested source's capabilities to complete the tasks in the attached Performance Work Statement. Oral communications will not be considered. The primary objective of this requirement is for the contractor to update the content of Value to the Nation narratives and Fast Facts – both NED benefit and Capital Stock estimates – for online posting and website maintenance. Using data and any additional information provided by USACE, as available, the Contractor will develop new Fast Facts and narratives for each business line. Additionally, as a secondary objective and as permitted by time and labor, the contractor will assist the USACE Value to the Nation Team in additional analyses and updates throughout the contract period of performance, including updating the brochures/’fact sheets’, or the like.
