The US Army Corps of Engineers (USACE) intends to award ‘EBSCO Publishing’. These upgrades allow access to Business Source Ultimate database content services, EBSCO Art & Architecture Source, EBSCO Engineering Source, EBSCO Energy & Power Source, EBSCO Leadership Management Source, EBSCO Harvard eBooks collection, EBSCO Business eBooks Collection, and Accel5/AMA Micro courses. USACE personnel will search the databases for full-text documents, indices and abstracts, news, current events, policy and analysis documents, books, conference proceedings, reports and white papers within various subfields of the environmental and business disciplines. They will set up personalized subject matter profiles and will receive alerts when new content matching those profiles is published. This digital content will support USACE personnel as they accomplish their missions. The base period of performance will be 30 September 2024 to 29 September 2025. One option year is expected. Unless and until another source is identified, no competition is sought. EBSCO Publishing is the only know source for this subscription. This is a special notice prepared in accordance with the requirements of FAR Section 5.2 Synopses of Proposed Contract Actions. There will be no posting of a solicitation. The proposed upgrade more than doubles the available material for less than half the cost. The platform this subscription is hosted on is proprietary technology of EBSCO Publishing. EBSCO Publishing is the sole provider of Business Source Complete and the upgrade, Business Source Ultimate. Business Source Ultimate upgrades Business Source Complete to provide premier business subscription to users. Along with the above unique interface features, Business Source Ultimate has records from the most important journals and sources of information in this field including but not limited to exclusive rights to Harvard Business Review, Morningstar Financial Reports, Bernstein Financial Data, Forbes, and MIS Quarterly, plus business videos from top providers. With a total journal retail value of $1,166,967.75, it is the largest database within the Ebsco Business Source family. Business Source Ultimate includes more full-text and peer-reviewed articles than Business Source Complete. The number of active full-text journals doubles from 1811 to 3655. Active full-text, peer-reviewed journals increase from 1233 to 2584. Active full-text peer reviewed journals with no embargo more than double from 740 to 1915. Active full-text journals indexed in Web of Science, another USACE enterprise subscription, increase from 842 to 1208. Business Source Ultimate also offers access to open access journals, case studies, SWOT analyses, country reports, market reports, industry reports, and company information. Ultimate also includes videos to provide additional context to research While examining HQ/HECSA Library customer requirements, we found that Harvard Business Review, Morningstar Financial Reports, Forbes, and Economist are critical titles for USACE leadership. Business Source Ultimate also has full text for hundreds more journals that are not available from any other vendor, as EBSCO retains full copy and distribution rights and is the only vendor that can provide Business Source Ultimate. The only other way to achieve the range of content and profile service equal to EBSCO’s Business Source Ultimate is to subscribe to services of multiple vendors at a cost beyond the library’s ability to pay. When individual library users search EBSCO Business Source Ultimate, they will find that content is filtered and aggregated based upon their profile and then disseminated accordingly. Similarly, the HQ/HECSA Library wishes to further increase its Ebsco portfolio to add collections of journals and ebooks not found within Ebsco Business Ultimate or the other current Ebsco subscription Environment Complete. To successfully provide access to more than business titles and offer critical titles to variety of USACE CoP leaders at HQ USACE, the library proposes to add Ebsco’s Art & Architecture, Energy & Power Source, Engineering source, Leadership & Management Source, two ebook collections: Harvard Ebook Subscription collection, Business Ebook subscription collection, and finally, Accel5 with AMA Microcourses powered by EBSCOhost. Art & Architecture Source is the largest full-text art research database covering art, as well as architecture and architectural design. With strong international coverage, it offers 453 active full-text art journals and magazines with a retail value of $82,428.91, plus thousands of images. Art & Architecture Source includes rigorous curation and indexing of open access (OA) journals, which has resulted in a growing collection of 448 active global OA journals.?Once validated and certified for inclusion, these OA journals are treated with high-quality subject indexing and sophisticated, precise/accurate full-text linking. Energy & Power Source is the premier full-text database of energy and power industry-related content. It provides top journals and magazines focused on petroleum, natural gas, electric power, coal, nuclear power and renewable energy. It also features benchmarks and best practices from top industry players worldwide. Energy & Power Source offers quick access to critical information — including complete full text with images, tables, charts and other graphical content from many key titles. Engineering Source is the premier database for professionals and researchers across all engineering disciplines, including biomedical, civil, electrical, mechanical, environmental and software. It includes 1500+ of full-text engineering journals, magazines and trade publications, plus books, conference papers and more. Engineering Source provides unmatched indexing and full-text coverage for engineering journals, magazines and trade publications. Engineering-focused monographs, books, conference papers and proceedings are also included. Leadership & Management Source is a database providing learning content for employee training and development.
