Trade and Cargo Academy
The U.S. Army Corps of Engineers, Charleston District, requires construction at the Federal Law Enforcement Training Center (FLETC) in Charleston, including a Trade and Cargo Academy (TCA) and a separate Cargo Security and Seized Property Training Facility (CSSPTF). The TCA work involves hazardous material abatement and selective demolition of a vacant 30,000 SF, three-story building while preserving the main lobby and maintaining utility service to the occupied east wing, followed by construction of a 28,400 SF, two-story flood-resilient facility. The TCA will feature a deep precast concrete pile foundation, pile-supported slabs, heavy-duty steel frame, rainscreen envelope, integrated HVAC/LED/security systems, first-floor instructional spaces, and second-floor administrative open offices. The CSSPTF will be a separate one-story, 5,985 SF facility for U.S. Customs and Border Protection training in vehicle/cargo inspection, evidence processing, and simulated seized property storage, elevated on a deep pile foundation with pile-supported stormwater piping under paved areas. Both facilities are engineered for a minimum 40-year operational lifespan and must comply with coastal durability requirements, federal energy conservation standards, DHS security criteria, and 2021 building codes to support increased FLETC Charleston enrollment and courses.
