Trade and Cargo Academy

The USACE Charleston District has a new requirement at FLETC Charleston for construction of a Trade and Cargo Academy. This includes hazardous material abatement and selective demolition of an existing vacant 30,000 SF, three-story building while preserving the main lobby and maintaining uninterrupted utility service to the occupied east wing, followed by construction of a new 28,400 SF, two-story flood-resilient facility with deep precast concrete pile foundations, pile-supported slabs, a heavy-duty steel frame, rainscreen envelope, and integrated HVAC, LED lighting, and security systems. The TCA interior will support first-floor instructional space including classrooms, an auditorium, and production areas, with administrative open offices on the second floor. A separate one-story, 5,985 SF Cargo Security and Seized Property Training Facility will support CBP training for vehicle/cargo inspection, evidence processing, and simulated seized property storage, also elevated on deep piles with pile-supported stormwater piping under paved areas. Both facilities are engineered for a minimum 40-year operational lifespan, using durable low-maintenance coastal materials, and must comply with federal energy conservation standards, DHS security criteria, and 2021 building codes to support increased FLETC Charleston enrollment and courses.
