The USACE Charleston District requires construction of two facilities at the Federal Law Enforcement Training Center (FLETC) in Charleston. The first is a Trade and Cargo Academy: hazardous material abatement and selective demolition of an existing 30,000 SF three-story building (preserving the lobby and maintaining utilities to the occupied east wing), followed by a new 28,400 SF two-story, flood-resilient structure with deep precast pile foundations, steel frame, rainscreen envelope, classrooms, auditorium, and offices. The second is a separate Cargo Security and Seized Property Training Facility (CSSPTF), a one-story 5,985 SF building for CBP vehicle/cargo inspection and evidence processing, also elevated on deep piles with pile-supported stormwater piping. Both facilities must meet a 40-year lifespan, coastal durable materials, federal energy standards, DHS security criteria, and 2021 building codes. The work supports increased student enrollment and additional courses at FLETC Charleston, with performance located at the FLETC site.
