USACE Charleston District requires construction at FLETC Charleston of a new Trade and Cargo Academy (TCA) plus a separate Cargo Security and Seized Property Training Facility (CSSPTF). The TCA work includes hazardous material abatement and selective demolition of a vacant 30,000 SF, three-story building while preserving the main lobby and maintaining utilities to the occupied east wing, followed by construction of a 28,400 SF, two-story, flood-resilient facility. That facility will use deep precast concrete piles, pile-supported slabs, a heavy-duty steel frame, a rainscreen envelope, and integrated HVAC, LED lighting, and security systems, with instructional spaces on the first floor and administrative open offices on the second. The CSSPTF is a one-story, 5,985 SF facility for U.S. Customs and Border Protection training, including vehicle/cargo inspection, evidence processing, and simulated seized property storage, with deep pile foundations and pile-supported stormwater piping under paved areas. Both facilities are designed for a minimum 40-year operational lifespan using durable, low-maintenance coastal materials and must comply with federal energy conservation standards, DHS security criteria, and 2021 building codes.
