PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the service/construction plans & specifications, instructions to offerors, and the evaluation factors/basis for award. The formal solicitation is expected to occur on or around 15 days after the posting of this pre-solicitation notice. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. PLANNED SOLICITATION: The final Solicitation for this project will be announced anytime between 15 and 30 days after the posting of this pre-solicitation. The contract type will be firm-fixed-price. DESCRIPTION OF WORK: Facility Investment (SRM) Services will include preventative maintenance, repairs, troubleshooting existing systems, servicing existing operations, emergency services, and limited construction alteration, renovation and/or repair activities. The scope will include timely response to Maintenance Service Orders based on classification of the request, i.e., routine or emergency, for services such as repairs and/or replacement of equipment, materials, and supplies for general facility maintenance. This project will be located at DLA locations at Red River Texas, Warner Robins Georgia 8a COMPETITVE SET-ASIDE: This acquisition will be an 8a competitive Set Aside pursuant to FAR 6.203 & FAR 19.805-1. The NAICS Code selected for this acquisition is 561210, Facility Support Service, which has a size standard of $36.5 million average annual revenue. The contractor must be registered in SAM.gov prior to award of the solicitation. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMS or hardcopy documents will be distributed. Bidders must be registered in the System for Award Management (SAM.gov) and at the Sam website (beta.sam.gov) in order to view or download the solicitation documents. It is the responsibility of bidders to monitor the website for notices and amendments. New procedures The solicitation will be posted through the Procurement Integrated Enterprise Environment (PIEE) at https://wawf.eb.mil and it will not be visible to view without logging in first. Web Based Training for registration is available as a separate portal on the main page of the site or by visiting https://wawftraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml. You must establish a personal account in the system and register for the Proposal Manager role before you are able to view the solicitation. This account is activated by your Contractor Administrator (CAM). Instructions for registering are as follows: 1. Navigate to https://wawf.eb.mil/ 2. Select Register [top right] 3. Select Vendor 4. Create a User ID and Password and follow the prompts [next] 5. Create Security Questions [next] 6. Complete your User Profile Information [next] 7. Complete your Supervisor or Approving Official Information. This official will act as the CAM who will ultimately approve your account.
