This is a combined synopsis/solicitation for commercial supply prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement will be 100% set aside for Total Small Businesses. The North American Industry Classifications System (NAICS) is code for this procurement is 236220 – Commercial and Institutional Building Construction Services - with a small business size standard of $39,500,000 million. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-O7. Title of Requirement: Roof Repairs – St Stephen Powerhouse and Fish Lift Roofs for the Cooper River Rediversion Project St. Stephen, South Carolina. Description of Requirement: The contractor shall provide all services in accordance with the scope of work for the specified Roof Repairs at the Cooper River Rediversion Project. Submission Requirements: Quotes should be E-mailed to Mrs. Evelyn Halliburton by 10:00 a.m. Eastern Time on September 23th, 2022 at evelyn.i.halliburton-shannon@usace.army.mil.. Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award: The Government will make an award to the lowest priced offer which is deemed responsive, responsible, and technically acceptable. The price must be determined to be fair and reasonable. To be determined responsible, the Government will require the lowest priced offeror to demonstrate that they have completed projects of similar size and scope. Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
