This is a combined synopsis/solicitation for commercial supply prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement will be 100% set aside for only Small Businesses. The North American Industry Classifications System (NAICS) is 488330 Navigational Services to Shipping with a Small Business size standard of $41,500,000. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-03. Title of Requirement: Obstruction Removal from Federal Channels Description of Requirement: This office proposes to establish a Blanket Purchase Agreement (BPA) for a requirement that includes retrieval of sunken vessels, vessels that have broken their moorings and floating obstructions such as dredge pipe and appurtenances, floating docks, and other miscellaneous items. All work and diving must be carried out in accordance with EM 385-1-1 “Safety and Health Requirements Manual” and Occupational Safety and Health Standards,29 CFR 1910, Subpart T. The area coverage follows: Federal Channel Area of Charleston Harbor/Cooper River/Wando River/Ashley River/Folly River/Stono Inlet as identified on NOAA Charts 11522 and 11524. Federal Channel Area of AIWW-Charleston to Calabash Creek/Charleston to Port Royal as identified on NOAA Charts 11534, 11518, and 11507. This is a combined synopsis/solicitation is hereby posted and active as of 25 March 2021. Amendment 0001 is hereby posted and active as 16 April 2021. Amendment 0001 -The purpose of this amendment is to extend the proposal due date from 19 April 2021 01:00PM EST to 23 April 2021 01:00PM EST.
