PURPOSE OF ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, the instructions to offerors, and the evaluation factors/basis for award. Web-Based Training for registration and proposal submission is available as a separate portal on the main page of the site or by visiting https://pieetraining.eb.mil/wbt/. Although you can search, review, and open non-restricted solicitations without logging in, you must establish a personal account in the system and register for the Proposal Manager role before you are able to submit a proposal. This account is activated by your Contractor Administrator (CAM). Instructions for reigstering are as follows: Navigate to https://piee.eb.mil Select Register [top right] Select Vendor Create a User ID and Password and follow the prompts Create Security Questions Complete your User Profile Information Complete your Supervisor or Approving Official Information. This official will act as the CAM who will ultimately approve your account. Complete Roles: 1) Select SOL-Solicitation, 2) Select Proposal Manager, 3) Click Add Roles, 4) Fill in your Location Code (CAGE) Provide a justification for your registration VERIFY ACCOUNT STATUS/CAPABILITIES: Once the Proposal Manager account has been approved, verify that your account is showing active under the profile page. Also, once you click on the specified solicitation, verify that the "Offer" tab is visible next to the "Solicitation" tab at the top of the page. The proposal will be submitted through the "Offer" tab. It is imperative that this is verified early in the process in order to mitigate any potential problems with the submission of your proposal. CONTRACT TYPE: The planned solicitation will result in multiple Firm Fixed Price Construction Contracts. DESCRIPTION OF WORK: The Government is tasked by the US Army Reserve 81st RD with performing resets in multiple buildings across various sites. The resets consist of, but not limited to, restoring all HVAC and electrical systems (interior and exterior) to include replacement of electrical panels and components to a like new condition up to current code. Replace existing plumbing fixtures, hot water heaters and associated circulating pumps, installation of water meters, etc. The two projects indicated as “Various Site Issues” below involve concrete work and asphalt paving. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary. USACE Charleston District intends to issue a solicitation potentially resulting in multiple Firm Fixed Price Construction Contracts using a Lowest Price Technically Acceptable (LPTA) procurement method. Be advised one offeror could receive more than one award under this solicitation if more than one location is checked. Period of performance will be 240 calendar days for each reset project. PROJECT DESCRIPTION AND MAGNITUDE OF WORK: Fort Gordon, GA - HVAC Reset ($1M - $5M) Nashville, TN - HVAC Reset ($1M - $5M) Tampa, FL - HVAC/Plumbing Reset ($1M - $5M) Macon, GA - HVAC/Plumbing Reset ($1M - $5M) Knoxville, TN - Plumbing Reset ($250K - $500K) Greenville, MS - Electrical/Plumbing Reset ($1M - $5M) Orlando, FL - Electrical/Plumbing Reset ($1M - $5M) Lexington, KY - HVAC Reset ($1M - $5M) PLANNED SOLICITATION: The formal solicitation is expected to occur any time between 15 and 30 days after the posting of this pre-solicitation. USACE Charleston District intends to issue one solicitation potentially resulting in multiple Firm Fixed Price Construction Contracts (one for each location) using a Lowest Price Technically Acceptable procurement method. Be advised one offeror could receive more than one award under this solicitation if proposing on multiple sites. TOTAL SMALL BUSINESS SET-ASIDE: This acquisition will be a 100% Total Small Business Set Aside pursuant to FAR 6.203 and FAR 19.502-2. The NAICS Code selected for this acquisition is 236220, which has a size standard of $37.5M average annual revenue. The contractor must be registered in SAM.gov prior to award. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMS or hardcopy documents will be distributed. It is the responsibility of bidders to monitor the beta.SAM.gov for notices and amendments.
