PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, instructions to offerors, and the evaluation factors/basis for award. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. DESCRIPTION OF WORK: The work involves the construction of USAG Fort Jackson's BCT Complex 4 Phase 2. The construction consists of three Barracks/Company Operations facilities and three physical training pits. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, landscaping, and signage. Each Barracks/Company Operations facility is an approximately 60,000 SF building and is based on the Army Standard for Trainee Barracks. Each two-story facility is comprised of an administrative command suite, open bay sleeping quarters, training classroom, laundry, toilet and shower space, secure storage, and non-secure storage. Each Physical Training Pit consists of a rubber mulch training area surrounded by a rubber curb in accordance with the Army Standard. PLANNED SOLICITATION: The formal solicitation is expected to occur on or around August 31, 2019. The contract type will be firm-fixed-price, Best Value Trade-Off. MAGNITUDE OF WORK: $25,000,000 TO $100,000,000. FULL AND OPEN COMPETITION: This acquisition is being advertised as full and open (Unrestricted). The NAICS Code is 236220 Commercial and Institutional Building Construction with SBA Small Business Size Standard of $36.5 Million. The contractor must be registered in SAM.gov. The solicitation and any subsequent amendments will only be available in electronic format, down-loadable from the Internet. No CD-ROMS or hard-copy documents will be distributed. Bidders must be registered in the System for Award Management (SAM.gov) and at the Federal Business Opportunity Homepage (www.fbo.gov) in order to view or download the solicitation documents. It is the responsibility of bidders to monitor the website for notices and amendments.
