Solicitation# W912HP19R2000 Reception Complex, Phase 1, Ft. Jackson Columbia, South Carolina PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, instructions to offerors, and the evaluation factors/basis for award. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. DESCRIPTION OF WORK: The Reception Barracks Phase I consists of a Dining Facility (DFAC), Clothing Initial Issue Point (CIIP) and Lawn Equipment Buildings (LEB). A temporary swing space for the DFAC is required during the construction. Supporting facilities include site development, utilities and connections, perimeter security devices, lighting, paving, parking, walks, curbs and gutters, storm drainage, landscaping, fencing, and signage. The DFAC is an approximately 54,000 SF building and is based on the Army Standard for 2600 Trainee Dining Facility. This facility is comprised of delivery, storage, preparation, cleaning, serving, and seated dining areas. This single story facility is designed to achieve 2,600-soldier capacity within 90 minutes. The CIIF facility is approximately 99,000 SF and is comprised of warehousing storage area, issue/turn in, fitting room, clothing repair, secure storage, and records verification office. This two-story CIIF will provide a single point for the receipt, storage, issue, and turn-in of all authorized Organizational Clothing and Individual Equipment (OCIE) items in Soldiers training. The LEB are approximately 800 SF each and provide storage for maintenance equipment and materials as well as company storage. PLANNED SOLICITATION: The formal solicitation is expected to occur anytime between 15 and 30 days after the posting of this pre-solicitation. The contract type will be firm-fixed-price, Best Value Trade-Off. MAGNITUDE OF WORK: $25,000,000 TO $100,000,000. UNRESTRICTED: This acquisition is UNRESTRICTED. The NAICS Code is 236220 Commercial and Institutional Building Construction with SBA Small Business Size Standard of $36.5 Million. The contractor must be registered in SAM.gov prior to award of the solicitation. The solicitation and any subsequent amendments will only be available in electronic format, down-loadable from the Internet. No CD-ROMS or hard-copy documents will be distributed. Bidders must be registered in the System for Award Management (SAM.gov) and at the Federal Business Opportunity Homepage (www.fbo.gov) in order to view or download the solicitation documents.
