This synopsis is for the Powerhouse & Dam Pump Room Roof Replacement, Russell Dam, Elberton, Georgia. This acquisition is being offereed as a 100% small business set0aside competitive solicitation and will result in a Firm Fixes Price Contract Award. The magnitude of this requirement per FAR 36.204 is between $1M and $5M. Project Location: Savannah River, Richard B. Russell Lake, at the Richard B. Russell Power Project, Elbert County, Elberton, Georgia Project Description: The contractor will complete the removal and replacement of the entire existing two-ply Granule surfaced modified bitumen roof system and walking pads on all roof areas of the Powerhouse/Visitor Center Building. The contractor will replace the roof with a new 90-mil 1-ply Ethylene Propylene Diene Terpolymer (EPDM )roof system similar to Firestone EcoWhite or Carlisle Sure-White EPDM Membrane complete with associated flashings, insulation, sheet metal components and accessories necessary for a watertight roof system. EPDM shall be white in color to reflect solar radiation. New roof shall provide a minimum R value of R-30. New roof system shall drain naturally into existing drains and not hold standing water. Remove existing roof wall and curb flashings. Remove existing EPDM on all parapet walls. Install new ½” heavy duty cover board on both the horizontal and vertical surfaces of all parapet walls of Powerhouse Roof. New 60-mil white EPDM will be installed over the cover boards with bonding adhesive. Walkboards/Walkpads shall be included and will match existing powerhouse layouts around HVAC units, exhaust fans, upstream and downstream parapet wall, ladder crossovers, and roof access hatch. Firestone Rubbergard Quickseam EPDM Walkway Pads 30” x 30”, Carlisle Sure-Seal EPDM Pressure-Sensitive Molded Walkway Pads or equivalent shall be used. Walkboards/walkpads shall also be white in color if available. Removal and replacement of entire existing insulated tar and gravel built-up roof systems on concrete deck on Dam Pump Room. Remove existing Pump Room roof wall and curb flashings. Remove existing roofing of all parapet walls. Install new ½” HD cover board on both the horizontal & vertical surfaces of the parapet walls of Dam Pump Room Roof area. New 60-mil white EPDM will be installed over the cover boards with bonding adhesive. Replacement with a new 90-mil 1-ply EPDM roof system similar to Firestone EcoWhite or Carlisle Sure-White EPDM Membrane complete with associated flashings, insulation, sheet metal components and accessories necessary for a watertight roof system. EPDM shall be white in color to reflect solar radiation. New roof shall provide a minimum R value of R-30. New roof system shall drain naturally into existing drains and not hold standing water. Walkboards/Walkpads shall be installed on Dam Pump Room Roof from the East side of the roof around Exhaust Fan. Firestone Rubbergard Quickseam EPDM Walkway Pads 30” x 30”, Carlisle Sure-Seal EPDM Pressure-Sensitive Molded Walkway Pads or equivalent shall be used. Walkboards/walkpads shall also be white in color if available. Option 1: Aluminum catwalk system spanning from the first bay to the last bay of the powerhouse roof. 48” wide, clear width between 42” high guardrails. Catwalk system steps down to roof with handrails. Steps to have 11” treads and 7” max rise. A Minimum 20-year, no dollar limit, labor & material warranty from the manufacturer shall be provided. Evaluation Criteria: The contract will be solicited and procudred using Sealed Bidding Procedures under FAR Part 14. NOTE: This solicitation will be issued in electronic format only and is anticipated to be available on or about 9 August 2021. Please note that the bid opening date will be specified in the solicitation when issued. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award Management (SAM) database at https://www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors can obtain solicitation documents, plans and specifications for this solicitation within the same site under Contract Opportunities. Contractors that have an existing account should be able to use their exsting logins to search for the solicitation number once it is released. It is the Offeror's responsibility to check the internet address provided as necessary for any amendments that may be posted to this solicitation.
