FY23 Brunswick Inner Harbor Maintenance Dredging W912HN23B5001 NAICS: 237990 Size Standard: $32.5 M This synopsis is for the FY23 Brunswick Inner Harbor Maintenance Dredging. This acquisition is being offered as a 100% Small Business Set Aside and will result in a Firm Fixed Price Contract Award. The magnitude of this requirement per FAR 36.204 is between $5,000,000.00 and $10,000,000.00. Project Location: The work is located in Brunswick Harbor Georgia deep draft navigation projects. Brunswick Harbor is located 70 statute miles south of the Savannah Harbor, Georgia, and 25 statute miles north of Fernandina Harbor, Florida (FL), in Glynn County, Georgia. Brunswick Harbor Inner Harbor channel is 36 ft. deep MLLW and 400 ft. wide through St. Simon Sound, Brunswick River, Turtle River, South Brunswick River, and East River. Project Description: The Brunswick Inner Harbor Dredging Contract provides construction services, including furnishing personnel, transportation, mobilization and demobilization, equipment and materials required in connection with maintenance dredging. This contract is traditionally performed with a hydraulic cutterhead dredge, and the duration is expected to be three months from time of award. Brunswick Harbor Inner Harbor is generally dredged in late summer or fall. The dredging in the Brunswick Inner Harbor primarily takes place in the East River (stations 0+000 to 12+000) which includes the East River Turning Basin and the Transition Areas leading up to the turning basin and immediately upriver of the basin. The South Brunswick River (stations 0+000 to 7+000) in the Brunswick Inner Harbor is the other area that generally requires dredging and is primarily dredged when shoaling become problematic to navigation but is constantly monitored monthly. The Lower Turtle River (station 35+000 to 36+000) in the Brunswick Inner Harbor is another area that may require dredging and is primarily dredged when shoaling become problematic to navigation but is constantly monitored monthly. Approximately 500,000 cubic yards of material is anticipated to be removed from the East River this dredging cycle. The maintenance material removed from the Brunswick Inner Harbor is placed in the Andrews Island Dredged Material Containment Area located adjacent to both the East River and the South Brunswick River. Andrews Island is the only confined upland containment area in the Brunswick Inner Harbor. Advanced maintenance depths and locations for Brunswick Inner Harbor is as follows: East River, 0+000 to 2+500 project depth is 36’ with 1’ of advanced maintenance East River, 2+500 to 4+500 project depth is 36’ with 5’ of advanced maintenance East River, 4+500 to 6+250 project depth is 36’ with 1’ of advanced maintenance East River, Turning Basin project depth is 36’ with 1’ of advanced maintenance Environmental windows limit the timing of dredging in the Brunswick Inner Harbors. Environmental restrictions on the Brunswick Inner Harbor include a Least Tern nesting window to where dredged material must not be placed in the Andrews Island confined upland disposal area between the middle of April through the middle of August. Work Duration: The estimated construction duration for the FY23 Brunswick Inner Harbor Maintenace Dredging is 120 days. Evaluation Criteria: The contract will be solicited and procured using Sealed Bidding Procedures under FAR Part 14. NOTE: This solicitation will be issued in electronic format and is anticipated to be available on or about May 9, 2023. Please note that only authorized transmission method for proposals in response to this solicitation is electronic via the PROCUREMENT INTEGRATED ENTERPRISE ENVIRONMENT (PIEE), no other transmission methods (email, facsimile, regular mail, handcarried, etc) will be accepted. The Offeror’s Bid must be received by the Government by the date/time specified in the solicitation. Offerors shall submit their proposal using the following link: https://piee.eb.mil/. The bid opening date will be specified in the solicitation when issued. No additional media (CDROM, floppy disks, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award Management (SAM) at https://www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then follow the instructions listed in the solicitation documents to obtain access to the plans and specifications for this solicitation. Contractors that have an existing account should be able to use their existing logins to search for the solicitation number once it is released at https://www.sam.gov. It is the Offeror’s responsibility to check the Internet address provided in the solicitation as necessary for any amendments that may be posted to this solicitation. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.
