This is a Sources Sought Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Savannah District is issuing the sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for civil works supplying Dissolved Oxygen to the J. Strom Thurmond Dam & Lake Project (JST) and the Richard B. Russell Dam and Lake Project (RBR) (this will result in two (2) separate contracts). The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 32510 Industrial Gas Manufacturing-Oxygen. Title of Requirement: FY22 LIQUID OXYGEN FOR J. STROM THURMOND DAM AND LAKE PROJECT (JST) & FY22 Richard B. Russell Dam and Lake Project (RBR) Description of Requirement (JST): The work to be performed consists of supplying liquid oxygen to the J. Strom Thurmond Dam and Lake Project. The general scope of work to be performed under this contract consists of supplying liquid oxygen to the J. Strom Thurmond Dam and Lake Project. The period of this requirement is May 1, 2022 thru December 15, 2022. Oxygen will be delivered to the Government storage facility at the J. Strom Thurmond Dam and Lake Project, Modoc, South Carolina. The facility can accommodate full size twenty (20) ton tankers. The storage facilities are located at the end of Gilchrist Ferry Road in Modoc, SC. Description of Requirement (RBR): The work to be performed consists of supplying liquid oxygen to the Richard B. Russell Dam and Lake Project. The general scope of work to be performed under this contract consists of supplying liquid oxygen to the Richard B. Russell Dam and Lake Project. The period of this requirement is May 10, 2022 thru December 15, 2022. Oxygen will be delivered to the Government storage facility at the Richard B. Russell Dam and Lake Project, Elberton, Georgia. The facility can accommodate full size twenty (20) ton tankers. The storage facilities are located at the end of Engineer Drive in Elberton, GA. The Draft Scopes of Work for these requirements are attached (A.03 O2scope22 JST_DRAFT and A.03 O2scope22 RBR_DRAFT). Final Versions of the Scope of Work will be provided with the formal solicitation. If you are interested in either or both of these projects and/or your organization has the potential capacity to provide the equipment meeting the requirements listed in the Statement of Work (SOW) please submit all of the following to the Point of Contacts (POC) information listed below along with your answers to the attached questionnaire (#8): 1. Business Size, to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and Large Business. The Government must be able to verify SBA certification of HUBZone, 8(a), and SDB via the System for Award Management (SAM) (http://www.beta.sam.gov/) 7. Capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Please state if you have experience in performing two (2) deliveries of bulk oxygen in which your firm has successfully executed delivery of liquid bulk oxygen (with the last 5 years). This information shall not exceed 2 pages in length (one page per delivery) and shall include customer reference Point of Contact information for each delivery to include the name, title, email address and phone number of the customer reference Point of Contact. 8. Provide responses to each of the questions in the attached document titled A.03 Market Research Questionnaire JST and RBR DO Submissions may be submitted via PDF format.
