Sources Sought & Market Survey Introduction: The U.S. Army Corps of Engineers, Savannah District, is performing market research for an upcoming requirement to provide all labor and equipment necessary to inspect, ditch and drain the dredged material containment areas related to dredging operations performed by USACE-Savannah District in the Savannah Harbor. This announcement is being issued for market research purposes only. The purpose of this announcement is to identify sources capable of performing this requirement and to obtain price, delivery, and other market information, or capabilities to assist with acquisition planning. This announcement does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation; the Government will not pay for any information provided in response to the market survey. INFORMATION ABOUT THE PROJECT: Project Title: Ditching of Savannah Disposal Areas Project Location: The project sites include Chatham County, Georgia and Jasper County, South Carolina. NAICS Code: 237990 Other Heavy and Civil Engineering Construction Estimated Magnitude of Construction Project: Between $1,000,000 and $5,000,000. Projected Advertisement: TBD Projected Award: TBD Project Description: Ditching is required within the dredged material containment areas adjacent to Savannah Harbor, Georgia. The containment areas vary from several hundred to over a thousand acres with interiors of dredged sediments consisting of highly saturated soft silty soils interbedded with sand lenses overlying marsh deposits. The containment areas are kept water filled but drained for exterior dike raisings. Ditching begins as soon as possible in the drying areas. Ditching will be completed to expedite drying for surrounding dike raisings as required in the individual containment areas to protect against the breeding of mosquitoes and other pests. Historically, it is approximately 150,000 LF of ditching, 8ft wide by 6ft deep. Work will be intermittent due to the saturated condition of the containment areas. Transport of the excavator between containment areas includes using the Savannah River which is a tidal river with several knot currents. Therefore, a flotation equipped long reach excavator is required both to conduct the ditching and for transportation between containment areas. Estimated Period of Performance: One (1) year base, with four (4) yearly options.
