THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; THERE WILL NOT BE A SEPARATE PRE-SOLICITATION NOTICE POSTED WITH THIS ACTION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement will be a 100% set-aside for Small Business. The solicitation number is W912HN21Q5027, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 541360-Geophysical Surveying and Mapping Services with a small business size standard of $16.5. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-06. Title of Requirement: C-23 South Reservoir, Overwater Borings in Saint Lucie County, Florida Description of Requirement: The C-23 South Reservoir Project is located in western St. Lucie County, Florida, immediately south of State Road 70 (Okeechobee Road; see Plate 1 in PWS). The South Reservoir project site consists of former citrus groves and cattle grazing lands. An Aboveground Water Storage earthen embankment structure is located within the southern portion of the South Reservoir project footprint. Irrigation canals and fencing are located through a majority of the project site. Some low, wooded areas are also present. Overgrown tree and shrub-type vegetation, as well as tall grasses, are present within most areas of the project footprint. Borings will be obtained in submerged lands, so will require a marsh buggy/tracked vehicle as the drilling platform. Daily transport to and from the drilling platform will be by airboat. Submission Requirements: Fill out the Request for Quotes (RFQ) on page 3, provide the unit and total cost for CLINs 0001 through 0006 on pages 9-10, and provide evidence of technical capabilities that are annotated Basis of Award on pages 1-2; and return via email to kassandra.n.robinson@usace.army.mil and whittni.c.hiscox@usace.army.mil by September 24, 2021 at 3:00 p.m. EST. Basis for Award. The Government has the right to reject any and all offers. The Government will make an award to the lowest priced, responsible, responsive quote that meets or exceeds the requirements stated, and whose proposed price has been determined to be fair and reasonable. This is in accordance with Federal Acquisition Regulation (FAR) 52.212-2, Evaluation-Commercial Items, and FAR 9.104. The Government reserves the right to cancel this solicitation.
