THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; THERE WILL NOT BE A SEPARATE PRE-SOLICITATION NOTICE POSTED WITH THIS ACTION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement will be a 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). The solicitation number is W912HN21Q5017, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 561210 Facility Support Services with a small business size standard of $41.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-03. Title of Requirement: ENGINEER DEPOT FACILITY MAINTENANCE SERVICES AT HUTCHINSON ISLAND SAVANNAH, GA Description of Requirement: The U.S. Army Corps of Engineers, Savannah District, is requesting the procurement of Facility Maintenance Services to include: janitorial services, garbage collection, landscaping services, and pest control services at the Engineers Depot on Hutchinson Island at 99 Grand Prize of America Avenue, Savannah, GA. Submission Requirements: Fill out the attached documentation, in addition to Past Performance and evidence of technical capabilities (see below text for details); and return via email to Arcia.E.Fusi@usace.army.mil by APRIL 2, 2021 at 3:00 p.m. Eastern Time. Please CC Whittni C. Hiscox at Whittni.C.Hiscox@usace.army.mil. Basis for Award: The Government has the right to reject any and all offers. The Government will make an award to the lowest priced Offeror who is deemed technically acceptable, responsive, with a responsibility determination that meets or exceeds the requirements stated, and whose proposed price has been determined to be fair and reasonable. This is in accordance with Federal Acquisition Regulation (FAR) 52.212-2, Evaluation – Commercial Items, and FAR 9.104. Technical acceptability will be determined on the basis of: Past Performance and evidence of commercial pesticide applicator license (or Reciprocal License). The Offeror must demonstrate ability to perform the services listed in the Performance Work Statement, janitorial, garbage collection, landscaping, and pest control services. The entity performing pest control services shall be licensed and certified for commercial pesticide application. Failure to provide proof of licensure with the quote submission by the quote due date and time will render the quote as non-responsive. Past Performance information shall demonstrate recent (within the last 5 years) and relevant past performance for a minimum of one (1) project, but no more than three (3) projects, in which the contractor has successfully executed services similar in scope to that of the PWS and which demonstrates the capability to provide the services listed in the PWS: janitorial, garbage collection, landscaping, and pest control services. Past Performance information shall not exceed 1 page in length per project and shall include customer reference Point of Contact information to include the name, title, email address and phone number of the customer reference Point of Contact for each project submitted. Please fill out Attachment 1 Experience Overview Sheet and please fill out Attachment 2 for each project. Please note that Attachment 2 does not count against the 1 page limitation per project. Please note that the 1 page limitation (per project) for the Past Performance information does not include Proof of Licensure for pest control. This additional Technical information may be submitted in a separate document, and this information (Proof of Licensure) shall not exceed more than 2 pages in length. Electronic Submission: Quotation shall be electronically submitted to the POC's above only, please DO NOT send your quote to any persons other than the personel mentioned above. Your submission should include two separate parts: (1) A Technical Quotation and, (2) a Price Quotation. The Technical submission shall be submitted in a searchable PDF format. The Price Quotation shall be submitted in MS Excel format.
