Construction work applies to the installation and removal of silt fence, including the daily inspection and maintenance of installed silt fence, clearing and grubbing of the entire DMCA interior and the top and inside slope of the existing dikes, harvesting of earth materials for placement, survey before, during, and after construction, placement and compaction of earth materials, establishment of turf, cleanup, maintenance of roadways, and the application of herbicide to the DMCA interior. The centerline alignment of the proposed new dike is approximately 9,270 feet. Clear the entire DMCA including around weirs and weir outfall basin areas. Relocate the two southeastern weirs, and provide additional catwalks. Provide weir risers on the two weirs along the cross dike. Raise the perimeter dike to a uniform elevation of 33 feet MLLW and raise the cross dike to the eastern side of the DMCA to a uniform elevation of 31 feet MLLW. The project site is located at Onslow Island, Dredged Material Containment Area (DMCA) 1N in Savannah Harbor, Chatham County, Georgia. Access to the project is from North Coastal Highway (State Route 25) just east of the Houlihan Bridge. The access gate to the disposal area must remain locked, except when opened for the immediate passage of manpower or equipment.

Pre-Solicitation Synopsis Solicitation: W912HN21B5000 Agency: U.S. Army Corps of Engineers Location: USACE District, Savannah GA Title: Savannah Harbor Dredged Material Containment Area (DMCA) 1N Dike Raising NAICS: 237990 Size Standard: $36.5M The US Army Corps of Engineers, Savannah District is issueing this synopsis for the construction of the Savannah Harbor Dredged Material Containment Area (DMCA) 1N Dike Raise. The Government will use a Sealed Bid procurement method in accordance with FAR 14 Sealed Bidding Procedures. This acquisition is being offered as a 100% Small Business set aside and will result in a single Firm Fixed Price Contract Award. The estimate magnitude of construction for this project is between $1 Million and $5 Million. There will be no options for this requirement. Project Location: Savannah Harbor is located at Savannah, Chatham County on the northern coast of Georgia and the southern coast of Jasper County, South Carolina. DMCA 1N is located on Onslow Island in Port Wentworth Georgia. Center coordinates are approximately 32.157307° N and -81.148998°W. Project Description: Savannah Harbor DMCA 1N is approaching maximum capacity and will soon be unable to be used for dredge material containment. The proposed project includes clearing, grubbing and raising the perimeter dike around the 130-acre DMCA along with the entrance ramp and the two southernmost pipe ramps, raising the existing cross-dike along with its existing double-barrel weir/water control structures, and raising both existing weir/water control structures in the southeast corner of the DMCA. The existing perimeter dike currently has a crest elevation of approximately 26 feet MLLW. After clearing and grubbing, the dike will be raised to a uniform elevation of 33 feet MLLW to gain additional capacity for containment of Savannah Harbor dredged material. An extension of the weir-riser will be added to the existing weir structures. The cross dike extending north/south will be raised to a crest elevation of 31 feet MLLW. The contractor will not be entitled to equitable adjustment or reimbursement for work stoppage of 24 hours or less from the time the Contracting Officer directs the contractor to stop for the reasons listed within the plans and specifications. The estimated construction duration for the Savannah Harbor Dredged Material Containment Area (DMCA) 1N Dike Raise is 270 days. Evaluation Criteria: The contract will be solicited and procured using FAR Part 14, Sealed Bidding procedures.
