This project is being solicited as a 100% Small Business set aside, Under NAICS code 236220. C. This acquisition will be awarded in accordance with FAR Part 14 (Sealed Bidding). D. Mattis, E-Mail: Lennie.K.Mattis@usace.army.mil Scope of Work Project Number: 95039 Repair Barracks BLDG 315, Fort Gordon, GA. 30905 Repair Barracks 315 (FCC 72111 Unaccompanied Enlisted Personnel Housing) to correct failing and failed Heating, Ventilation and Air Conditioning (HVAC) systems and components, moisture and mildew damage, exterior and interior components, exterior and interior finishes, latrines, lighting, and fire alarm and mass notification systems. The work will include demolition and replacement of HVAC systems including controls, windows, doors, ceiling tiles, and plumbing fixtures. This project will abate any lead-based paint (LBP), asbestos containing material (ACM), and/or other hazardous material (HAZMAT) found. This project will incorporate the 2012 revised Army Standard for Permanent Party UEPH. This includes Americans with Disabilities Act accessibility to the building, to the lobby area and unit configuration allowing one soldier per room. Soldiers will share kitchen and laundry facilities with exhaust. This project is needed now to replace failing building systems within 315 which are inadequate to support Fort Gordons growing mission for the Army Cyber (ARCYBER) Cyber Protection Brigade (CPB). This barracks facility is a critical part of the CPB Mission providing living quarters for soldiers. Once repaired this facility will provide a safe and healthy place for soldiers to live while also increasing the quality of life to improve soldier retention.

The purpose of this contract will be for the repair, renovation, and modernization of Barracks Building 315 at Fort Gordon, Georgia. The purpose of this contract will be for the repair, renovation, and modernization of Barracks Building 315 at Fort Gordon, Georgia. Work may will include but not limited to the following: Contractor shall furnish all plant, labor, equipment, special equipment, and material to fulfill the requirement of this Contract. Barracks Building 315 is a (33,403 Square Ft.) building that accommodates 136 personnel in 68, 2-person sleeping rooms. Facility repairs will address the interiors, life/safety, heating, ventilation, and air conditioning (HVAC), and utility systems which no longer accommodate modern living conditions. Repairs will adhere to the 2012 revised Army Standard for Unaccompanied Enlisted Personnel Housing (UEPH). This includes Americans with Disabilities Act (ADA) accessibility to the building, to the lobby area and unit configuration allowing one soldier per room. Soldiers will share kitchen and laundry facilities with exhaust. Structural repairs include ADA compliant stairwells and a new roof. Mechanical/Electrical/Plumbing (MEP) repairs will be made to fire suppression and water supply systems, fire alarm and mass notification system, HVAC systems, plumbing systems, electrical systems, telecommunication, and cabling systems. Repairs will include the abatement of any lead-based paint (LBP), asbestos containing material (ACM), and/or other hazardous material (HAZMAT) found. Repairs also include storm drainage, sidewalks, curbs, and gutters. The potential magnitude for this requirement is estimated between $10 Million to $25 Million dollars.
