Synopsis FY20 Tybee Island Beach Renourishment W912HN19B5006 NAICS: 237990 Size Standard: $30.0M This synopsis is for FY20 Tybee Island Beach Renourishment. This acquisition is being offered as an unrestricted full and open competitive solicitation and will result in a Firm Fixed Price Contract Award. The construction magnitude for this project is between $10,000,000.00 and $25,000,000.00. Description of Work: Tybee Island Shore Protection project entails periodic nourishment of 13,200 linear feet of beach between two terminal groins; a groin field along 1,100 linear feet of shoreline from the southern terminal groin around the South Tip to the mouth of Tybee Creek; and a groin field and nourishment of 1,800 linear feet of the eastern bank of Tybee Creek to the city fishing pier. The authorized improvement plan also includes the remaining shoreline from the fishing pier to the mouth of Horse Pen Creek. The authorized project allows for 7-year nourishment cycles over a 50-year authorized project life. The 2019 re-nourishment, along parts of the federal project, allows for the fulfillment of the 50-year project life in 2024 that otherwise would not have been met due to loss caused by Hurricanes Matthew and Irma. Project work consists of placing dredged material along the Front Beach and South Tip Beach and placing berm fill material along approximately 13,200 feet of the construction baseline at Tybee Island, Georgia. The project includes base bid items and optional bid items. Optional Bid items include placing additional material along the Front Beach area. The berm width varies along project length. The material for the project beach will come from an offshore borrow area that is approximately 5,000 feet away from the south end of the project and 11,000 feet from the center of the project. Work also includes environmental restrictions and beach tilling. Beach placement of fill will be limited to the period between 1 November 2019 and 30 April 2020. Estimated quantity of 1,000,000 cubic yards of material to be dredged for this renourishment. The work is located in Tybee Island Beach, Tybee Island, Chatham County, Georgia Evaluation Criteria: The contract will be solicited and procured using FAR Part 14 Sealed Bidding Procedures. Note: This solicitation will be issued in electronic format only and is anticipated to be available on or about September 5, 2019. Please note that the bid opening date will be specified in the solicitation when issued. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award Management (SAM) at https://www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans and specifications for this solicitation.
