GENERAL CONSTRUCTION or DESIGN BUILD CONSTRUCTION PRESOLICITATION SUMMARY W912HN18R0004 This is a competitive acquisition for the award of an Indefinite Delivery Contract (IDC) type Single Award Task Order Contract (SATOC) for East Georgia with a total capacity of $45M. Projects may be located within the three state region of North Carolina, South Carolina, and Georgia. This acquisition will be offered as a competitive solicitation using 100% small business set-aside to the Offeror whose proposal represents the best overall value and is determined to provide the most benefit to the Government. The awarded contract will be for a base period of two years with three (3) one-year option periods. Task orders issued under the SATOC will be firm-fixed price. The order limitation of task orders issued under the awarded SATOC will range between $500K and $5M and will be firm fixed price. Description of Work : The Request for Proposal (RFP) solicits for a Single Award Task Order Contract (SATOC) under which task orders for General Construction are expected to be issued for projects within the three state region of North Carolina, South Carolina, and Georgia with the primary focus area being Hunter Army Air Field (HAAF), Ft. Stewart and Ft. Gordon, GA. Work contemplated on this SATOC may be conducted for Army, Air Force, Navy, Marine Corps, National Guard and Reserve Components, and other Department of Defense (DoD) and Federal Agencies located on DoD installations and those in support of other Federal and Department of Defense operations. Task Orders issued under any resultant contract will be Firm-Fixed Price and may be either for Design-Build or for Design-Bid-Build General Construction. A project requiring use of civil funds is not authorized under this contract. Evaluation Criteria: The contract will be solicited and procured using Best Value Tradeoff Process under FAR 15. Note: This solicitation will be issued in electronic format only and is anticipated to be available on or about June 14, 2018 Please note that the proposal due date will be specified in the solicitation when issued. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award Management (SAM) at https://www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans and specifications for this solicitation. Contractors that have an existing account should be able to use their existing logins to search for the solicitation number once it is released at https://www.fbo.gov. It is the Offeror's responsibility to check the Internet address provided as necessary for any amendments that may be posted to this solicitation. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.
