The US Army Corps of Engineers (USACE), Savannah District, is conducting market research to identify potential parties having interest in and capability of performing construction specialty trade services to renovate/repair building 59D and replace damage fire control system in building 62 at Robins AFB, GA. Based on the responses to this source sought notice/market research, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. The Government will consider feedback received in determining if a small business set-aside is appropriate for this when it issues the solicitation package anticipated early 4th quarter with an award this fiscal year. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. 2. The applicable NAICS code for this requirement is 236220 – Commercial and Institutional Building Construction with a Small Business Size Standard of $45M. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. 3. Construction Magnitude: The estimated magnitude of this construction project is between $25,000,000 and $100,000,000. (DFARS 236.204). 4. Project Description: The work includes the repair/renovate of approximately 142,202 square feet (13,211 square meters) of the existing dry de-paint process to a chemical process in building 59. The paint processes will occur simultaneously in both building 59D and building 59P. In building 59D, work shall consist of, but not be limited to: Replace concrete dock floor and trench drain system. Repair roof vibration issues from the exhaust fans. Repair dust filtration system, central plant system, chillers, cooling towers, pumps, fans, motors, outside air handling units and associated piping, fire alarm and fire sprinkler systems, security lighting, communication support, roofing system, chemical pre-treatment system, and electrical systems. Clean residual paint dusts. Provide cybersecurity for the facility related HVAC control system. Additionally, all work necessary to replace the damaged fire control system in building 62 will be completed. Work shall consist of, but not be limited to, replacing the fire protection pumps (including the jockey pump), motors, controllers, isolation valves (including tamper switches), transformer, and GFCI outlets. The pumps will be connected back to the existing piping and the motors, controllers, transformer, and GFCI outlets will be connected to the existing electrical power connections. New water lines will be installed to provide cooling water for the packing on the pumps. An existing 4-inch pipe will be rerouted to provide better access to the equipment. Install industrial lift station and associated piping. 5. The estimated period of performance for construction is 540 calendar days after issuance of the Notice to Proceed. Specifics regarding the number of option periods, if any, will be provided in the solicitation. 6. All interested parties, with 236220 as an approved NAICS code, are requested to provide a capability package limited to no more than five (5) pages (excluding Market Survey). All responses under this Sources Sought Notice must be emailed to Contract Specialist, Alicia Scott at alicia.d.scott@usace.army.mil and cc the Contracting Officer, Gregory Graham at gregory.m.graham@usace.army.mil no later than February 28, 2025 at 3:00pm Eastern Standard Time.
