This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Savannah District is issuing this Sources Sought synopsis as a means of conducting market research to identify parties with an interest in and the resources to support the requirements for Dissolved Oxygen (DO) Injection Facility Operation and Maintenance (O&M) Services. The result of this market research will contribute to determining the method of procurement. Requirement; The requirement is to award a hybrid Firm Fixed-Price / Cost-Reimbursable Services Contract with an effective date in early 2025, which will provide for the maintenance, repair, and operation of the DO Injection Facilities to include the Up River (UR) site in Rincon, GA at Plant McIntosh and the Down River (DR) site in Savannah, GA located on Hutchinson Island. The anticipated period of performance includes a one-year base period and four (4), one-year option periods. Summary of Work: Facility Operational Periods: Each operating year is broken into three (3) “seasons”, the Pre-Season Start-up & Commissioning Period, the Run Season, and the Off Season. See paragraphs below for dates and hours of operation for each of these periods. The Pre-Season Startup & Commissioning Period extends from 15 May thru 14 June. Hours of operation are from 0700 to 1700 daily, including holidays. During this period, the Contractor shall test each system in each of the facilities, verify calibration of all sensors, and demonstrate that both facilities are capable of running at full design capacity prior to the beginning of the Run Season. The Run Season extends from 15 June thru 30 September. Hours of operation are from 0700 to 1700 daily, including holidays. Both facilities must be in full operation continuously through the entirety of the Run Season. 24/7 on-call requirements apply to specific key personnel during this season. The Off Season is the remainder of the year into the following Pre-Season Start-up period, 1 October thru 14 May. The hours of operation are between 0700 and 1530, Monday through Friday, excluding holidays. Major repairs and maintenance shall be scheduled to be performed during this period. The UR and DR DO Injection Facilities are required to be operated sufficiently to continuously satisfy the oxygen injection requirements, which are as follows: minimum of 40,000 lb/day of oxygen continuously injected into the river combined between the UR and DR DO Injection Facilities during the Run Season. Work requirements are grouped into the following categories: Level I Services (Firm Fixed-Price) Routine, preventative maintenance (e.g., scheduled maintenance recommended by the manufacturers of the systems and equipment), and minor repairs. Routine upkeep and maintenance of facility grounds including landscaping and janitorial services. Level II Services (Cost-Reimbursable) Unanticipated, required repairs through no fault of the Government or Contractor, including equipment failures, theft, vandalism and accidents not caused by the Contractor, and severe weather and related acts of God/nature. Additional quantities and/or frequencies of tasks listed as Level I Services. Services that are outside of normal business hours and/or minor in scope and critical to maintain operations during the Run Season. Supply of Supplemental Oxygen (Firm Fixed-Price) The contractor shall supply supplemental oxygen, in addition to the oxygen produced by the plants, to meet the total 40,000 lb/day Run Season requirement. This supplemental oxygen may be provided through methods such as rental of oxygen generators, hauling in liquid oxygen, or other viable options The following list represents specific DO Facility systems and subsystems (i.e., equipment), as well as other site components (e.g., buildings, structures, facility landscape, etc.), which are included as part of this O&M Services Contract: Operations Building which houses (1) the control, communications, and electrical rooms and (2) the dissolved oxygen treatment components consisting of intake structures/wetwells, rack screens, stop gates, fish screens, self-cleaning strainers, high pressure pumps, low pressure pumps, mixing pumps, pump bearing flush water systems (PBFWS) to include fresh water wells, dewatering sump pumps, Speece cones, intake pumps (Speece cone feed pumps), associated pipework and valving, oxygen generation equipment, discharge systems, support systems, instrumentation/online analyzers, landscape and security provisions, and the entrance roadways. The Contractor shall furnish all necessary management, personnel, materials, supplies, lubricants, and any other project items to accomplish the requirements as specified herein. All materials, supplies, and equipment not rented or owned by the Contractor and provided by the Government through this contract will remain the property of the Government. Work under this contract shall be performed under the general direction of the Authorized Representative of the Contracting Officer. This contract requires specific minimum staffing levels and qualifications for key personnel. The key personnel include: Supervisory Staff (Contract Superintendent, Supervisors, and Quality Control Manager) At least one (1) SCADA Technician At least one (1) Operator and one (1) Electro-Mechanical Technician for each active facility. Key personnel must be staffed at all times during operation, except for the Superintendent, who must be onsite Monday to Friday during operational hours, unless approved otherwise. In the Superintendent's absence, the designated Site Supervisor will have full authority. Additional personnel may be needed as required to ensure timely and professional completion of all operations, maintenance, and repair activities. Supervisors or their approved representatives must be on call 24/7 for emergency contact. Project information should include scope and magnitude (contract value). If significant subcontracting (self-performance less than 15%) or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements to include the percentage anticipated to be self-performed by each party.
