Project Description: Construct a Battle Management Control Squadron KINGPIN operations center. Construction will include reinforced concrete slabs and foundation systems, steel framed structures, masonry block exterior walls, and sloped standing seam metal roofing. The facility space will include, but is not limited to, Tactical Operations Center, Rapid Deployable Payload Control Element staging and storage, Maintenance Operations Center, hardware and software testing activities, and training and academic space with storage. The majority of the interior space is controlled area and must be constructed to comply with Intelligence Community Directive 705 criteria. Special Construction Requirements: Entire facility will be a Secure Compartmentalized Information Facility (SCIF) designed and constructed in accordance with ICD 705; raised flooring; 239 rack server room; standby power generators; Uninterruptable Power Supply (UPS); roll-up doors; utility lines/communication infrastructure. The project will include all necessary utilities, site improvements, pavements, communications support, interior and exterior infrastructure, and all necessary supporting work for a complete and usable facility, to include controlled space and mission critical power system redundancies. A standby generator is authorized in accordance with Air Force Manual 32-1062 for these mission sets. Facilities will be designed as permanent construction in accordance with Department of Defense Unified Facilities Criteria 1-200-01, General Building requirements. This project will comply with Department of Defense antiterrorism/ force protection requirements per Unified Facilities Criteria 4-010-01. Disclosure of Magnitude: Between $100,000,000 and $250,000,000 Sources sought responses require the following: 1. Submit a capability statement which includes: Experience constructing Federal SCIF facilities in accordance with ICD 705. Contract will include DFARS clauses 252.204-7012 and 252.240-7019. Include if you have completed NIST SP 800-171 DoD Assessment and the date of completion. Experience constructing multi floor facilities. Experience with critical path scheduling when there are several long lead time items. 2. Include CAGE code, UEI number, and point of contact. 3. Provide bonding ability. Aggregate and per contract. 4.Submittal (Optional but preferred) Complete attached Project Labor Agreement (PLA) questionnaire. Submit Capabilities and PLA questionnaire to the Contract Specialist by 5:00 PM EST, December 4, 2023 via email (Michael.j.welch@usace.army.mil). A pre-solicitation will be posted at a later date.
