GENERAL ROOFING CONSTRUCTION SATOC PRESOLICITATION SUMMARY W912HN19R4003 This synopsis is for a Single Award Task Order Contract (SATOC) for Sustainment, Modernization, and Restoration (SRM) Roofing and/or Design Build Roofing Construction Projects is intended to provide rapid response for maintenance, repair and minor construction of a wide variety of Roofing systems of Government facilities in a cost effective manner. Task Orders issued under this SATOC are anticipated to be primarily located across a three state area: North Carolina, South Carolina, and Georgia. However, task orders are not limited to such and can include the South Atlantic Division Area of Operations (North Carolina, South Carolina, Georgia, Florida, and Alabama) and additional work with the VA Medical Center. This acquisition will be offered as unrestricted competitive solicitation and will result in a Firm Fixed Price Indefinite Delivery Contract (IDC) Contract. The contract period of performance will not exceed five years (two (2) year base period and three 1 year options periods with a total contract capacity of $49M. The order limitation of task orders issued under this SATOC will range between $100K and $4M and will be firm fixed price. Description of Work: Roofing Construction and/or Design Build Roofing Construction is the basic scope of the contract. The work performed may consist of sustainment, restoration or modernization of various types of roofing systems (e.g. asphalt systems (including shingles and modified bitumen), ethylene-propylene-diene-monomer (EPDM) rubber, (including liquid EPDM, EPDM coatings and EPDM rubber coatings), standing seam metal, copper, and aluminum roofs, heat-reflective & energy efficient roofing systems, thermoplastic polyolefin (TPO) single-ply roofing & green roofing (including reflective membranes and recycled content/material roofing systems) and all devices, equipment and components associated with constructing and installing these systems (e.g. gutters, downspouts, flashing, fascia and soffits). Evaluation Criteria: The contract will be solicited and procured using Best Value Tradeoff Process under FAR 15. Note: This solicitation will be issued in electronic format only and is anticipated to be available on or about September 1, 2019 Please note that the proposal due date will be specified in the solicitation when issued. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award Management (SAM) at https://www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans and specifications for this solicitation. Contractors that have an existing account should be able to use their existing logins to search for the solicitation number once it is released at https://www.fbo.gov. It is the Offeror's responsibility to check the Internet address provided as necessary for any amendments that may be posted to this solicitation.
