Sierra Army Depot located in Herlong, California has a requirement for a contractor to maintain the natural gas pipeline in accordance with Department of Transportation (DOT) minimum federal safety standards for the Pipeline at 49 CFR 192, Transportation of Natural Gas and Other Gas by Pipeline. The Army intends to award one Indefinite Delivery, Indefinite Quantity Contract with three one-year ordering periods and will include maintenance, standard and emergency repairs and additional work/installation services. This procurement will be a 100% set-aside for small businesses. The applicable NAICS 486210, the small business standard is $30M. This solicitation will be conducted using Simplified Acquisition Procedures in accordance with FAR part 12 and 13. In accordance with FAR 5.102(d), availability of this solicitation will be limited to the electronic medium. It is incumbent upon any interested parties to periodically access the website in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of same. The purpose of this notice is to obtain information regarding the availability and capability of qualified contractors to provide services to maintain the natural gas pipelines at Sierra Army Depot, Herlong, CA. This is for information only which may be used for planning purposes and should not be construed as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. ACC-SIAD will only use the information to develop its acquisition approach for future requirements. ACC-SIAD intends to consider all capability statements when developing its acquisition strategy and resulting solicitation(s). Your firm shall identify whether any work in the performed in the SOC was completed independently as the prime contractor or affiliated with another contractor in a joint venture or as a subcontractor. The capability statement should demonstrate working knowledge of experience in the Performance Work Statement (PWS). The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform in accordance with applicable codes and standards: Provide preventative maintenance on all gas lines, structures and equipment from the interstate pipeline connection to all buildings. Provide Emergence Repair Services; Provide Standard Repair Services Additional/Installation Services; install meter and regulator set connecting to existing pipeline service and make connection to building laterals.
