This is a non-personal service contact to provide Drug and Explosive Working Dog Requirements to SIAD. The Government will not exercise any supervision or control over the contract service providers performing the ser5vices herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Contract Working Dog (CWD) requirements for two CWD categories: i) Explosive Detector Dog (EDD) and; ii) Drug Detector Dog (DDD), as defined in the Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The contractor shall perform to the standards detailed in Part 6 of the PWS Applicable Publications. All CWD teams (dog and handler(s)) shall be certified by a Department of the Army (DA) Military Working Dog (MWD) Certification Authority (CA) at the cost of the contractor. Forces Command (FORSCOM), Training and Doctrine Command (TRADOC), Military Working Dog, and Installation Management Command (IMCOM) have CA's and HQ IMCOM MWD Program Manager will assist the Contracting Officer's Representative (COR) and contractor in scheduling follow-on CWD certifications after contract award. Peace Officer Standards and Training (P.O.S.T.) for California and Nevada certifications are also required.

Description(s): The US Army Contracting Command – Detroit (ACC-DTA) will be issuing a Request for Proposal (RFP) for Contract Working Dog (CWD) services at Sierra Army Depot (SIAD), with specific requirements for Explosive Detection Dogs (EDD) and Drug Detection Dogs (DDD). The CWD’s will be used for drug and explosive material detection at all properties owned by SIAD. The dog handler(s) shall direct the activities of the EDD/DDD to accomplish building, vehicle and outside area searches. SIAD anticipates that it will award multiple contracts as a result of this solicitation. However, the Government still reserves the right to make a single award within the best interest of the Government. Solicitation, W912GY-20-R-0002 is anticipated for release within two to four weeks and will contain the all requirements for this action. This solicitation will be issued on a 100% Small Business Set-aside basis and will be a three year Indefinite Delivery Indefinite Quantity (IDIQ) contract with both Firm-Fixed-Price (FFP) and Time and Materials (T&M) line items. Contractors shall NOT contact the Buyer seeking the solicitation, as it will not be available until after issuance of this notice. Offerors will be required to submit valid and current certifications for working dog type (Explosive or Drug) and dog handlers, in accordance with 1) Army Regulation (AR) 190-12 and 2) Peace Officer Standards and Training (P.O.S.T.) for California and Nevada. Contractor will be required to maintain certifications In accordance with AR 190-12. Offerors will be required to provide both P.O.S.T. and AR 190-12 certifications with their proposals. Questions regarding AR 190-12 certification should be forwarded, VIA EMAIL, to the Contract Specialist (Riina.l.curren.civ@mail.mil). Questions will be compiled into a Question and Answer Log and uploaded to beta.SAM.Gov for viewing by all offerors. NOTE: All fees associated with dog or handler certifications are at the expense of the offeror.
