This is a non-personal service contact to provide Drug and Explosive Working Dog Requirements to SIAD. The Government will not exercise any supervision or control over the contract service providers performing the ser5vices herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Contract Working Dog (CWD) requirements for two CWD categories: i) Explosive Detector Dog (EDD) and; ii) Drug Detector Dog (DDD), as defined in the Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The contractor shall perform to the standards detailed in Part 6 of the PWS Applicable Publications. All CWD teams (dog and handler(s)) shall be certified by a Department of the Army (DA) Military Working Dog (MWD) Certification Authority (CA) at the cost of the contractor. Forces Command (FORSCOM), Training and Doctrine Command (TRADOC), Military Working Dog, and Installation Management Command (IMCOM) have CA's and HQ IMCOM MWD Program Manager will assist the Contracting Officer's Representative (COR) and contractor in scheduling follow-on CWD certifications after contract award. Peace Officer Standards and Training (P.O.S.T.) for California and Nevada certifications are also required.
