Design-Build Design-Bid-Build Multiple-Award Task-Order Contract in Lithuania, Latvia, Estonia
The U.S. Army Corps of Engineers Europe District is conducting market research for a potential Design-Build/Design-Bid-Build Multiple Award Task Order Contract (DB-DBB MATOC) for construction projects in Lithuania, and possibly Latvia and/or Estonia. The MATOC would have a five-year ordering period and a maximum shared capacity of $49.5M, covering work such as repair, maintenance, asbestos abatement, renovation, road and pavement repair, minor construction, demolition, electrical, mechanical, concrete, force protection, and environmental remediation. Anticipated projects include a Small Arms Complex at $5–10M and various range, storage, simulator, road, ammo pad, observation tower, grenade course, and trench projects generally ranging from below $1M to $5M. The Government anticipates issuing a Request for Proposal in the fourth quarter of 2026 and making an award in the second quarter of 2027. Interested vendors are asked to provide a brief capabilities statement describing relevant experience and ability to perform in Lithuania, Latvia, and/or Estonia, with no Government commitment to issue a solicitation or make an award.
