USACE Europe District plans a firm-fixed-price, design-bid-build contract to construct a new Deployable Airbase System (DABS) with facilities, vehicles, and equipment in Rygge, Norway. The anticipated construction magnitude is $50,000,000 to $125,000,000, with a duration of 830 calendar days from Notice to Proceed, expected around March 2027. The procurement will be an unrestricted, full-and-open RFP using FAR Parts 36 and 15 with a tradeoff source selection process. An official RFP is expected to be posted via PIEE around June 1, 2026, with a site visit tentatively scheduled for mid-June. Interested offerors must be registered in PIEE to submit a proposal and active in SAM to be considered for award.
