The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 236220, Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: Baumholder, Germany 4. ANTICIPATED PROJECT TITLE: Special Operations Forces (SOF) Joint Parachute Rigging Facility 5. ACQUISITION INFORMATION: USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of a joint parachute rigging facility on Baumholder, Germany with drying tower using design-bid-build procedures. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. This acquisition will be solicited for full and open competition (unrestricted). Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS). 6. PROJECT DESCRIPTION: Construct a consolidated Special Operations Forces (SOF) Joint Parachute Rigging Facility (JPRF) with drying tower. Primary facility will provide a full-service facility for rigging, maintenance, and storage for all parachutes used by SOF, including free-fall, static, and cargo. Supporting facilities include all pertinent site preparations and site improvements, mechanical and electrical utilities, telecommunications, landscaping, drainage, parking, and exterior lighting. Department of Defense (DoD) principles for high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and Executive Orders. Low Impact Development features will be included in the design and construction of this project as appropriate. This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with AT/FP regulations and physical security mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings. 7. SUBMISSIONS: Responses to this Sources Sought notice shall be limited to five pages and shall include the following information: Firm’s Name, address(es), English speaking point of contact, phone number and e-mail address Firm’s Cage Code and DUNS number. Evidence of Bonding Capability: Name of Surety, Single and Aggregate Contract Amounts Firm’s capability to perform contract(s) of this magnitude and complexity within the past six years to include the following information: Brief description of projects to include location (no more than five projects) Customer name Timeliness of performance Customer satisfaction Dollar value of the project Firm’s Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable Responses to this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited.
