Anticipated Project Title: FY24 Soil Disposal Blanket Purchase Agreement 2. Agency: U.S. Army Corps of Engineers (USACE) Europe District (NAU) 3. NAICS: 562112 – Hazardous Waste Collection 4. Project Description: The U.S. Army Corps of Engineers, Europe District, requests letters of interest from qualified firms interested in performing work in support of soil sampling, removal, and disposal. Under this planned contract, the Contractor shall provide all labor, supervision, transportation, supplies, vehicles, tools, materials, equipment, and incidental services required to execute and document soil/debris sampling and disposal at DoD facilities. The type of work to be performed under this contract shall include but is not limited to: • Sampling and analysis of stockpiled soil/debris for waste classification purposes • Removal, transport, and disposal of soil/debris of varying waste classifications • Removal, transport, and disposal of uncontaminated and/or tar contaminated asphalt • Manifest and disposal document preparation 5. Place of Performance: The proposed contract may be used to support the U.S. Army Europe Installations and/or other U. S. Government Agency requirements in the U.S. European Command (US EUCOM) Area of Responsibility (AOR). It is estimated that the bulk of the work will take place in Germany. To a lesser extent, work may be located across the EUCOM/AFRICOM AOR. No work is planned in Africa. Small and Disadvantaged Business requirements are waived for this project due to its location being OCONUS. 6. Type of Set Aside: This acquisition will be solicited on an unrestricted, full and open basis. Small Business requirements are not applicable for this project due to its location OCONUS. 7. Contract Period: The contract will consist of a five-year base period. The contemplated value is $15,000,000.00 to be shared across the contract pool. 8. Sources Sought: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to perform similar services. Interested parties are requested to submit completed Market Research Questionnaire. The Government is particularly interested in understanding the market’s ability to provide non-personal services support. Prior Government contract work is not required for submitting a response under this source sought announcement. 9. Responses: The Market Research Questionnaire for this source sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 10. Submission Requirements for Responses To This Sources Sought Synopsis: Please include a narrative to answer each of the following questions AND complete the questions in the attached spreadsheet: (Total number of pages for below questions shall not exceed 5.) (1) Name of firm, address, point of contact, phone number, and email address. (2) CAGE Code and DUNS number (if available). (3) Your intent to submit a proposal for this project when it is formally advertised. (4) Your firm’s capability to perform a contract of this complexity. Include offeror's in-house capability to execute sampling and disposal services, experience with comparable work performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) are requested to provide no more than 3 examples of projects performed for review. (5) Your firm’s willingness and ability to do work at installations throughout the U.S. EUCOM AOR. Offerors shall either have the in-house capability to work in these locations (see spreadsheet) or discuss what arrangements (e.g. teaming arrangement, joint venture) it has or will put in place to perform the work. Firms responding to this Sources Sought synopsis, who fail to provide all of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
