Design-Bid-Build Construction of Army Family Housing Replacement in Baumholder, Rhineland-Palatinate, Germany to support the development of Baumholder Military Community (BMC). This project is required to meet lodging quality of life standards for military personnel and their accompanying family members while in Permanent Change of Station (PCS) into or out of the Baumholder Family Housing Area (Smith Barracks or Wetzel Family Housing). The work includes the construction of a 64-unit Army Family unit replacement at Smith Barracks, Baumholder Military Community, Family Housing Area, USAG Rhineland-Palatinate, Germany. The primary facilities include: 12 three-bedroom apartments on Baumholder and 42 three-bedroom and 10 four-bedroom townhouse in Wetzel. The apartment building has a ground level garage and four apartments on each of the other three stories. The apartment building includes parking courts on each side of the building that provide access to the ground-level garages. Project includes parking spaces for visitor parking located within close walking distance to the building. Each townhouse includes an attached garage and a driveway. Each townhouse has a lawn and a patio/balcony. Project provides new building systems and components to include electrical and mechanical systems, compliance with applicable force protection and energy conservation requirements, balconies, fire alarms/sprinkler systems, elevators, laundry rooms in each apartment and townhouse, modern kitchens and bathrooms, new efficient heating, plumbing and electrical systems (110 and 220V), TV/telephone/Internet wiring and distribution, built-in closets, doors, windows and storage rooms. Project includes exterior infrastructure that ties into the existing main utility lines and roadways. It includes connections to storm drainage lines, neighborhood recreational amenities, trash collection enclosures, electrical, water and sewer utility distribution systems, landscaping, and playgrounds. Full design drawings and specifications are provided with facility construction dimensions, materials, and details. The project construction is divided in sites. The potential acquisition includes: • Smith Barracks: o Junior Enlisted 3-bedroom Apartment building with 12 units: 22,035 SF • Wetzel housing: o 42 Junior Enlisted 3-bedroom Townhouses: 68,460 SF o 10 Junior enlisted 4-bedroom Townhouses: 19,500 SF o Power Substation: 300 SF o Heating Plant Building: 1,810 SF The project also includes site-development (sidewalks and water culverts), parking spaces, playgrounds, roads, and junctions. ANTICIPATED PROJECT TITLE: Construct Army Family Housing Replacement, Smith Barracks, Baumholder Family Housing Area, USAG Rhineland-Palatinate, Germany AGENCY: U.S. Army Corps of Engineers (USACE) Europe District (NAU) NAICS: 236220 Commercial and Institutional Building Construction PLACE OF PERFORMANCE: Baumholder, Germany SOLICITATION NUMBER: W912GB23R0021 TYPE OF CONTRACT: The USACE NAU anticipates soliciting and awarding a Firm-Fixed-Price (FFP) stand-alone Design-Bid-Build (DBB) construction contract. This acquisition is for the construction of new Army Family Housing units in Baumholder, Germany. The construction completion period is anticipated to be 1195 calendar days after the Contractor receives the Notice to Proceed for the basic work. TYPE OF SET-ASIDE: This acquisition will be issued on an unrestricted, full and open basis. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. DESCRIPTION OF WORK: The general scope of work includes construction of 64 new Army Family Housing units in Baumholder, Germany. Construction is anticipated will be at two separate sites. The project includes a new four-story apartment building with 12 three-bedroom apartments at Smith Barracks; and 42 three-bedroom and 10 four-bedroom townhouses at the Wetzel housing area, a Life Support Area which provides non-permanent facilities. The apartment building will have a ground level garage and four apartments on each of the other three stories. The apartment building will include elevators, a balcony for each apartment, and parking courts on each side of the building that provide access to the ground-level garage. Project will include parking spaces for visitor parking located within close walking distance to the building. Each level in the apartment building will be accessible by both elevator and stairs. Each townhouse will include an attached garage and a driveway. Each townhouse will have a lawn and a patio/balcony. Between the buildings there will be green space intended to allow for outdoor community activities. SELECTION PROCESS: The Government intends to select a contractor for award using a best value trade-off source selection process. This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. DISCLOSURE OF MAGNITUDE: The estimated magnitude of construction is between $25,000,000 and $60,000,000.
