This RFP is for a Design-Build construction contract for construction of the POL Increase Capacity which consist of two cut-and-cover fuel storage tanks. Support facilities include a fuels operations building, site development, utilities and connections, lighting, lightning protection, paving, markings, storm drainage, landscaping, and signage. Facility design will be permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-202-01, Host Nation Facilities in Support of Military Operations; Bi-Strategic Commands (Bi-SC) Directive 85-5, NATO Approved Criteria and Standards for Airfields; USAFE/NATO Airfield Standard Design for Jet Fuel Storage/Dispensing Systems, including Standard Specifications B, E, an M; AC/4-M(96)001, NATO Approved Technical Criteria and Standards for POL Facilities; and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD antiterrorism (AT) requirements per UFC 4-010-01. The POL Increase Capacity is located at the Kecskemet Air Base, Hungary, which is northeast of the town of Kecskemet in the county of Bács-Kiskun in central Hungary. The POL Increase Capacity will accommodate two NATO-equivalent Tactical Fighter Aircraft (TFA) and Strategic Transport Aircraft (STA). With limited airspace windows, all aircraft need to be fueled and ready for takeoff at the commencement of their respective flying schedules. The jet fuel storage facility will support the simultaneous refueling of TFA and STA. This facility will increase the frequency of sortie generation, directly improving airfield operations for greater responsiveness during bilateral and multilateral exercises and training with allies and partners. ANTICIPATED PROJECT TITLE: Design and Construction for EDI Petroleum Oil and Lubricant (POL) Increase Capacity, Kecskemet Air Base, Hungary AGENCY: U.S. Army Corps of Engineers (USACE) Europe District (NAU) NAICS: 236220 Commercial and Institutional Building Construction PLACE OF PERFORMANCE: Kecskemet Air Base, Hungary SOLICITATION NUMBER: W912GB23R0011 TYPE OF CONTRACT: The USACE, Europe District anticipates soliciting and awarding a Firm-Fixed-Price (FFP) stand-alone Design Build (DB) construction contract. This acquisition is for the design and construction of the facilities in support of the POL Increase Capacity at Kecskemet Air Base, Hungary. The construction completion period is anticipated to be 1225 calendar days after the Contractor receives the Notice to Proceed for the basic work. TYPE OF SET-ASIDE: This acquisition will be issued on an unrestricted, full and open basis. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. DESCRIPTION OF WORK: The general scope of work includes the design and construction of the POL Increase Capacity as defined in the drawings and specifications, and incidental related work. The POL Increase Capacity consists of cut-and-cover fuel storage tanks, a fuels operations building, site development, utilities and connections, lighting, lightning protection, paving, markings, storm drainage, landscaping, and signage. SELECTION PROCESS: The Government intends to select a contractor for award using a best value trade-off source selection process. This will be a two-phase source selection. This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. DISCLOSURE OF MAGNITUDE: The estimated magnitude of construction is between $15,000,000 and $35,000,000.
