The U.S. Army Corps of Engineers (USACE) Europe District (NAU) intends to solicit construction firms who are interested in submitting a Firm-Fixed-Price (FFP) offer for this project. NAU is anticipating a Design-Build project at Campia Turzii, Romania. A FFP will be awarded to a prime Design-Build construction contractor. Project Scope: Adequate electrical power is not available at the Deployable Air Base Systems – Facilities, Equipment, and Vehicles (DABS/FEV) Storage Complex at Campia Turzii Air Base, which is currently under construction. The intent of the requirement and subsequent construction effort is to establish an electrical connection point and carry out the installation of adequate power from the local utility provider to the new DABS/FEV Storage Complex through execution of a Final Technical Approval to Connect (ATR). The ATR is a contract offer from the HN Power Authority to the project sponsor that authorizes construction of the recommended solution at a cost (fee) set by the HN Power Authority. The Contractor will be responsible for paying the associated ATR fee and should include this fee in their proposal. It is anticipated that the ATR will have a 2.5MW installed power demand. The Contractor will be required to execute the work using a licensed National Authority for Energy Regulation (ANRE) Contractor approved by the Distribution Operator. The anticipated period of performance is 365 calendar days. The magnitude of the project is between $1M and $5M. Location: This project is located at Campia Turzii, Romania Set Asides and Codes: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference will be given for this solicitation. This effort is classified through the North American Industry Classification System Code (NAICS): 236220 (Commercial and Institutional Building Construction) with a small business size standard of $39.5 million.
