PROJECT DESCRIPTION: Design-Build project for construction of facility infrastructure in Stefanovikeio, Greece. The project consists of providing new fiber optic communications network between the headquarters building, hangar 1, hangar 2, SSA lot and future motor pool LAMS. The project includes the following general items of work: Provide new conduit duct bank running under existing roads to connect hangar 1, hangar 2, SSA lot, and motor pool with the headquarters building. Provide new single mode fiber optic cable from the headquarters building to the other 4 facilities. Provide new racks and patch panels and all necessary equipment to terminate incoming fiber optic in the designated facility OPTIONS: The solicitation will contain no optional line items. CONTRACT DURATION: Design and construction duration is 690 calendar days. SITE VISIT: A pre-proposal site visit will be held for interested contractors. Details regarding the Site Visit will be included in the solicitation. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to https://sam.gov. Included with this synopsis is an attachment (ASTGR Access Request). All interested contractors who are planning on attending the site visit (date to be determined), shall fill out and return the attached document by no later than Tuesday, 23 August 2022 at 1000 HRS Central European Summer Time to Bjorn Hale at bjorn.hale@usace.army.mil. CONSTRUCTION MAGNITUDE: The Estimated Price Range is between $250,000 and $500,000, in accordance with FARS 36.204. Offerors are under no obligation to approach this ceiling. No award will be made under this solicitation until funds are available. SELECTION PROCESS: This is a single-phase Design/Build procurement. The proposals will be evaluated using a best value trade off source selection process. Past performance and technical information contained in the Offeror’s proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance, Technical Factor(s) such as Management Plan, and Price and Pro Forma Information, such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors other than cost or price, when combined, are considered approximately equal to cost or price. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Government's best interest. NAICS: The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: This project is a full and open (unrestricted) competitive procurement. The resulting award will be for one (1) Firm-Fixed-Price (FFP) contract. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 19 August 2022. The approximate due date for proposals is 19 September 2022. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to http://www.sam.gov. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at the System for Award Management Contract Opportunities website, https://sam.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
