The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 236220, Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: Sanem, Luxembourg 4. ANTICIPATED PROJECT TITLE: Construct Deployable Airbase Systems – Facilities, Equipment, and Vehicles Storage Complex (DABS-FEV) 5. ACQUISITION INFORMATION: USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of the facilities in support of DABS-FEV, Sanem, Luxembourg. The magnitude of construction is between $25,000,000 and $100,000,000. The anticipated period of performance for the resultant contract is anticipated to be 900 calendar days after the Contractor receives the Notice to Proceed. This acquisition will be an unrestricted action under full and open competitive conditions. Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS), which means that this procurement and administration of the ensuing contract will use United States (US) procurement laws and regulation, and all eligible firms are invited to take part in this requirement. 6. PROJECT DESCRIPTION: The work includes the construction of the Deployable Airbase Systems-Facilities, Equipment, and Vehicle (DABS-FEV) storage complex. Facilities include: three single-story warehouses varying in size to accommodate the DABS/FEV storage mission and supporting facilities. The warehouses to be constructed are intended to store equipment that includes vehicles used for construction and maintenance, including rolling stock and construction vehicles such as loaders, excavators, trucks, and trailers, shipping containers, equipment pallets, and refueling tanker trucks. The construction will include humidity-controlled warehouses, general purpose warehouses, and a refueling vehicle maintenance shop. In addition, the facilities will include the following: fire alarm system, heat and smoke detection systems, door-open monitoring system, electrical load shedding system, lightning protection, and overvoltage protection for power and telecommunications systems. Supporting facilities to be constructed include utilities, pavements, site improvements, environmental mitigation, and information systems. 7. RESPONSES: The Capabilities Statement submitted in response to this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding interested companies ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein as they relate to the project description. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statements is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: Interested companies responses to this Sources Sought shall be limited to 7 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 7 page limitation): Capabilities Statement should include: • Firm’s Name, address(es), English speaking point of contact, phone number and e-mail address • Firm’s interest in proposing on the solicitation when it is issued • Firm’s Cage Code and DUNS number. • Evidence of Bonding Capability: o Name of Surety, Single and Aggregate Contract Amounts • Firm’s capability to perform contract(s) of this magnitude and complexity within the past 10 years to include the following information: o Brief description of projects (no more than five projects) o Project location, to ensure project completion was for DoD/NATO (or EU host nation) Government o Customer name o Timeliness of performance o Customer satisfaction o Dollar value of the project • Firm’s Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable o Include Cage Code or System for Award Management (SAM) information/registration, if available 9. SUBMISSIONS DUE: All interested contractors should submit responses via email by 12:00 hours Central European Time (CET) on 7 January 2022.
