Anticipated Project Title: FY 21 Europe District Project Controls / P2 Support 2. Agency: U.S. Army Corps of Engineers (USACE) Europe District (NAU) 3. NAICS: 541611 –Administrative Management and General Management Consulting Services 4. Place of Performance: USACE, Europe District located in Wiesbaden, Germany. It is possible that this requirement may be filled remotely as long as services are provided during routine working hours. 5. Project Description: The USACE, Europe District has a requirement for project scheduling services at the District office. Required services include working with Integrated Master Schedule analysis experience utilizing the Critical Path Method in Oracle-Primavera software. Scheduling services include, but are not limited to: create, update and maintain the Integrated Master Schedules using the latest version of Primavera within the USACE Programs and Project Management System (P2) and the Enterprise Data Warehouse (EDW) universes, including the Earned Value Universe; maintain existing workload analysis, milestone, and contract status reports; prepare and maintain overall project schedules. 6. Type of Set Aside: This acquisition will be solicited on an unrestricted, full and open basis. Small Business requirements are not applicable for this project due to its location OCONUS. 7. Contract Period: The anticipated period of performance is one (1) base year and four (4) one (1) year option year periods but is subject to change. 8. Sources Sought: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to perform similar services of similar scope . Interested parties are requested to submit capability statements including information indicating their ability to perform the services required in this requirement. The Government is particularly interested in understanding the market’s ability to provide in-person support at the USACE, Europe District located in Wiesbaden, Germany. Note that TESA status may be required for any employees of the contractor who receives the award of this requirement to perform in-person in the Wiesbaden, Germany location. Prior Government contract work is not required for submitting a response under this sources sought announcement. 9. Responses: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 10. Interested firm’s responses to the Sources Sought shall be limited to 5 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 5 page limitation): • Offeror’s Name, address(es), English speaking point of contact, phone number and e-mail address • Offeror’s interest in proposing on the solicitation when it is issued • Offeror’s Cage Code and DUNS number • Offeror’s experience with scheduling to perform a contract of this scope and duration as the prime contractor. Project examples should be submitted to demonstrate the offeror’s capability including the following information: o Title, location, and project description o Award and completion dates / contract or subcontract value o Type of work for overall project and type of work your firm self-performed and whether work was performed as a prime or subcontractor • Offeror’s Joint Venture information or Teaming Arrangements o Include Cage Code or System for Award Management (SAM) information/registration, if available 11.
