The renovations will reconfigure the existing facilities to combine and right-size 184 existing Army Family Housing (AFH) dwelling units (DU) and bring them in line with AFH standards for DU square footage. The objective of the renovations is to achieve the AFH program objective to accomplish a Whole Neighborhood Revitalization (WNR) on Smith Barracks. The project is supported by the results of the European Infrastructure Consolidation (EIC) report, confirming that Baumholder is an enduring installation. TYPE OF CONTRACT: The USACE NAU is soliciting and awarding a single stand-alone Design-Build (DB) Firm-Fixed Price (FFP) contract for the construction of the Army Family Housing at Baumholder, Germany. TYPE OF SET-ASIDE: This acquisition is an unrestricted action under full and open competitive conditions. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. SELECTION PROCESS: This is a two-phase procurement. The proposals will be evaluated using a Best Value Trade-Off source selection process, resulting in a Firm-Fixed-Price contract award to a single offeror who demonstrates the best value to the Government, considering all non-price (technical) and price factors. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be determined to be in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000, in accordance with DFARS 236.204. The purpose of this announcement is to help determine the interest and capability of potential contractors to perform these services. The US Government intends to use information obtained in response to this announcement to make important acquisition planning decisions. This is not a Request for Proposal (RFP) and is not to be construed as a commitment by the US Government, implied or otherwise, to issue a solicitation or award a contract. INFORMATION ABOUT THE SERVICES TO BE PROCURED: The US Army Corps of Engineers (USACE), Europe District plans to solicit proposals for a design-build construction contract to completely renovate thirteen four-story stairwell apartment buildings at Smith Barracks, Baumholder, Germany. The USACE plans to include a concept level (35%) design in the contract solicitation, with the intent to award a single construction contract to a design build construction contractor that will complete the 100% design and construct the project. PLACES OF PERFORMANCE / LIST OF SITES: These services are needed at Smith Barracks in Baumholder, Germany: PLANNED SOLICITATION INFORMATION: A pre-solicitation announcements will follow this market survey, and the solicitation announcement(s) will follow no sooner than 15 days later. The solicitation will be a two-phase design-build solicitation in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. Currently it is estimated that the first solicitation phase will be announced in February 2021 and the second phase will be announced in May 2021. The first solicitation phase will be subject to full and open completion. The second phase of the solicitation will be open only to those firms determined as the most highly qualified during the first phase. As the work will be performed outside of the continental U.S. no small business set-asides or socioeconomic preference of any sort will be granted. PLANNED CONTRACT INFORMATION: The resulting contract will be a single Design-Build, Firm Fixed Price (FFP) construction contract. ESTIMATED VALUE OF THE CONTRACT: The estimated contract value is between $50,000,000 and $100,000,000 (USD). PERFORMANCE PERIOD: The anticipated contract duration is between three and four calendar years, including the complete design and the entire construction project.
