Sources Sought Announcement for Indefinite Delivery Contracts (IDCs) for Architect and Engineering (A-E) Environmental Services in Bavaria Germany for USACE Europe District This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 541330, Engineering Services 3. PLACE OF PERFORMANCE: U.S. Army Garrison (USAG) Bavaria for locations in Grafenwohr, Vilseck, Hohenfels, Freihoelser Forst, Amberg, Garmisch and surrounding communities; however some services may be performed for projects anywhere within Germany 4. ACQUISITION INFORMATION: The USACE NAU anticipates soliciting and awarding a target of three A-E Environmental Services Indefinite Delivery Contracts (IDCs) to be procured in accordance with Public Law (PL) 92-582 (the Brooks Act) and Federal Acquisition Regulation Part 36. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. Total Value of Contract: The contract shall not exceed $30,000,000.00 across the base and all option periods. All Task Orders will be negotiated and awarded as Firm Fixed Price (FFP). No Task Order is anticipated to exceed $4,000,000.00. Performance Period: The contracts will have a total base ordering period, not-to-exceed (NTE) five (5) years. Small and Small Disadvantaged Business requirements are waived for this project due to its location in Europe. 5. PROJECT DESCRIPTION: The general scope of work includes, but is not limited to: Services to support the development of the military installations e.g. by providing various environmental data needed for the design, planning and permitting process of construction projects. Basic description for the efforts which primarily will be used for accomplishing the environmental engineering services: Environmental-related studies, such as: Geological and hydrogeological studies, Corrective action plans and projects for soil and groundwater contamination; Groundwater Monitoring for corrective action plans for contaminated site cleanup projects; and Threatened and Endangered Species surveys in support of construction projects (planning, permitting). Design of Environmental projects, such as sanitation landfills, and contaminated site clean-up; Design for Sanitary landfill rehabilitation projects and construction supervision; Erosion control designs and studies; Natural and Cultural Resource Studies in support of construction projects (planning, permitting); Demolition design, including destructive testing and analysis; Construction Supervision and evaluation of excavation methods and related contaminated soil disposal management; Asbestos surveys and abatement design (sampling and analysis for lung penetrating fibers in building insulation materials, including removal design); Geographic Information Systems (GIS): Development and update of data layers in support of construction projects and installation planning; and Site investigations and surveys related to real property. Though not specifically identified otherwise, the work may also include: Site Surveys; Work Plans; Quality Control/Quality Assurance (QA/QC) Plans; Health and Safety Plans (HSP); Sampling and Analytical Testing for Soil Borings; Well Installation and Groundwater, Surface Water, Sediment, Air Monitoring and any other field work to obtain data for Engineering Analysis to support Real Property; Environmental Site Surveys and Topographic Surveys; Environmental Consultation; Environmental Claims Support; Training; Pilot Studies; Cultural and Natural Resource Services; Petroleum Site Assessments; Planning Level Surveys; Supporting GIS, Aerial Photogrammetry, and Satellite Imagery; and Disposal of Investigative Derived Waste associated with Real Property. The Contractor may also be called upon to execute A-E efforts covered under the Army's four environmental pillars which are compliance, pollution prevention, conservation and restoration. Some of the additional environmental projects which the Contractor could be required to perform include: Hazardous Materials and Hazardous Waste Surveys; Management Plans; Studies on Specific Hazardous Materials (radon, asbestos, lead, PCBs and dioxin); and Noise Reduction Studies. The range of work potentially required by this contract is not limited to the environmental activities noted above. 6. SOURCES SOUGHT: The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of A-E Firms who have the capabilities to complete and perform contracts of this magnitude in Germany, and to address any questions, recommendations or concerns from Industry. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. 7. RESPONSES: The Capabilities Statement for this Sources Sought is not intended to be a Request for Proposal (RFP) nor Invitation for Bid (IFB), nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the area specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USACE in tailoring requirements to be consistent with industry capabilities. This Sources Sought announcement is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: Offerors response to this Sources Sought shall be limited to 5 pages, answers to the attached excel sheet and shall include the following information: Offeror’s Name, address(es), English speaking point of contact, phone number and e-mail address Offeror’s Cage Code and DUNS number. Offeror’s interest in proposing on the solicitation when it is issued Offeror’s capability to perform a contract of this magnitude and complexity (include offeror’s capability to execute A-E services, comparable work performed within the past ten (10) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples that demonstrate: experience working in Europe, specifically in Germany capability to work in Bavaria, Germany (please identify whether the capability is in house or not) Offeror’s Joint Venture information or Teaming Arrangements Include Cage Code or System for Award Management (SAM) information/registration, if available 9. ANTICIPATED PUBLIC ANNOUNCEMENT & AWARD: Should the acquisition proceed, USACE NAU anticipates posting the Synopsis in October 2020 and an award of the contract(s) in January 2021. 10.
