Market Survey W912GB21R0004 Recurring Maintenance and Minor Repair (RMMR) Services for United States Air Force Fuel Facilities Supported by Defense Logistics Agency – Energy at Incirlik Air Base, Turkey This is a Market Survey for information and planning purposes ONLY to help determine the interest and capability of potential contractors to perform services in Turkey. NO AWARD will be made from this request for information. This is not a Request for Proposal (RFP) and is not to be construed as a commitment by the United States (U.S.) Government, implied or otherwise, to issue a solicitation or award a contract. NO SOLICITATION OR SPECIFICATIONS ARE AVAILABLE AT THIS TIME; any requests for a copy of a solicitation or specifications will go unanswered. Firms are invited to and highly encouraged to provide answers and feedback to this Market Survey via email to shawna.m.west@usace.army.mil and christopher.brackett@usace.army.mil using the attached excel spreadsheet no later than 12:00 hours Central European Summer Time (CEST) on 8 July 2020. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Acquisition Information The Unites States Army Corps of Engineers (USACE) Europe District (NAU) anticipates soliciting and awarding a stand-alone services contract for the Recurring Maintenance and Minor Repair (RMMR) Services for United States Air Force (USAF) Fuel Facilities Supported by Defense Logistics Agency (DLA)–Energy at Incirlik Air Base, Turkey. It is also anticipated that the proposed action will be a combination of Firm Fixed-Price (FFP) for scheduled services and Cost-Plus-Fixed-Fee (CPFF) for unscheduled repairs up to $150,000. The Period of Performance will be a one-year base, with four one-year option periods. Project Description DLA-Energy requires services to maintain and repair systems and infrastructure for fuel facilities in order to provide compliance with code, criteria, and regulations. Fuel systems include underground or aboveground storage tanks, connected piping, containment systems, ancillary equipment and appurtenances. RMMR services for USAF locations include repairs to fuel systems for piping, tanks, separators, distribution support facilities, and dispensing units at bulk and retail government fuel facilities. Capability Statement The following requests are designed to apprise the USACE NAU, of any prospective construction contractor's project execution capabilities. Please provide your response to the following questions using the attached excel spreadsheet. Submissions are limited to seven pages. Offeror's name, address, point of contact, phone number, and e-mail address. CAGE Code and DUNS number and/or a copy of your entity record on the System for Award Management (SAM, www.sam.gov). NOTE: Companies MUST be SAM registered to be eligible for award of any contracts with the USACE. Offeror's interest in submitting an offer on the prospective solicitation if/when it is issued. Briefly describe any projects you have completed in Turkey demonstrating capability to meet the project requirements ($ value, year completed/ongoing work). Briefly describe any projects you have completed in countries other than Turkey demonstrating capability to meet the project requirements ($ value, year completed/ongoing work). What maximum annual capacity of work can your firm reasonably manage while assuring effective and efficient program/project implementation and maintaining quality products? What is your firm’s resource availability (staffing and equipment) to perform work in Turkey? What elements of work would your firm consider subcontracting to other firms? Have you ever worked as a Prime Contractor for the U.S. Government? If not, have you worked as a Subcontractor for the U.S. Government? Has your firm’s accounting system design been audited by the Defense Contract Audit Agency (DCAA) and is acceptable for the award of a prospective US Government contract? What Challenges do you anticipate working within Turkey (e.g. labor, materials, permitting, base/installation access)? Would your firm participate in this acquisition with other firms as teaming members or joint ventures if applicable – please state whether existing and potential? Provide comments or identify any concerns your company has regarding the proposed solicitation. The Capabilities Statement for this Market Survey is NOT to be submitted as an offer or bid for any future Request for Proposal or Invitation for Bid that may result from this survey, nor does it restrict the U.S. Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities.
