The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 236220, Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: Powidz Air Base, Poland 4. ANTICIPATED PROJECT TITLE: Construct Deployable Airbase Systems – Facilities, Equipment, and Vehicles / Expeditionary Medical Support Storage (DABS-FEV/EMEDSS) 5. ACQUISITION INFORMATION: USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of the facilities in support of DABS-FEV/EMEDSS, Powidz Air Base, Poland. The magnitude of construction is between $100,000,000 and $250,000,000. The construction completion period is anticipated to be 799 calendar days after the Contractor receives the Notice to Proceed. This acquisition will be an unrestricted action under full and open competitive conditions. Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS), which means that this procurement and administration of the ensuing contract will use United States (US) procurement laws and regulation, and all eligible firms are invited to take part in this requirement. 6. PROJECT DESCRIPTION: The work includes the construction of the Deployable Airbase Systems-Facilities, Equipment, and Vehicle and Medical Storage (DABS-FEV/EMEDSS) as defined in the drawings and specifications, and incidental related work. The DABS-FEV/EMEDSS complex includes multiple supporting facilities. Facilities include: three Rolling Stock Warehouses, a Vehicle Maintenance Shop, a Container Warehouse, EMEDS Medical kits for contingency operations storage, a Force Storage Area, a Vehicle Fueling Station with mogas and diesel storage tanks, dead-line parking stalls, staging/marshalling area, an Entry Control Building, fire pump building, paving, fencing, utilities, and supporting appurtences. 7. RESPONSES: The Capabilities Statement for this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: Offerors response to this Sources Sought shall be limited to 7 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 7 page limitation): Capabilities Statement should include: Firm’s Name, address(es), English speaking point of contact, phone number and e-mail address Firm’s interest in proposing on the solicitation when it is issued Firm’s Cage Code and DUNS number. Evidence of Bonding Capability: Name of Surety, Single and Aggregate Contract Amounts Firm’s capability to perform contract(s) of this magnitude and complexity within the past 10 years to include the following information: Brief description of projects (no more than five projects) Customer name Timeliness of performance Customer satisfaction Dollar value of the project Firm’s Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable Include Cage Code or System for Award Management (SAM) information/registration, if available 9.
