This is a SOURCES SOUGHT notice, published with the intent to gauge interest and gather information from potential vendors. This notice does not commit the Government to any future actions, nor does it obligate any funding to any organization that submits information. This sources sought notice is a component of Market Research, and may be used to develop and refine future contract requirements. The U.S. Army Corps of Engineers - St. Paul District is seeking information about vendors interested in competing for a future contract involving the rigging, lifting, transportation and unloading of eight (8) lock chamber bulkheads from Upper St. Anthony Falls Lock and Dam to Lock and Dam 1 (LD1) along the Upper Mississippi River in Minneapolis, Minnesota. We are seeking firms that have the logistical expertise and required heavy-lift equipment to safely rig and transport the bulkheads via oversized truck through downtown Minneapolis. The work will likely take place before 1 July 2023. General Requirements: Contractor(s) must be licensed and insured in the State of Minnesota Contractor and on-site supervisor must have minimum of ten (10) years experience in heavy lift rigging equipment of this size Contractor is responsible for coordination of all MNDoT, Hennepin County and City of Minneapolis Permits and Scheduling Contractor is responsible for any consequential damage to Government property Contractor assumes all liability for accidents, personal injury or damages to the property of others as a result of this project Technical Details: Each bulkhead measures 58 feet center-to-center of the rollers. They are 3 ft tall and 6 ft deep. There are eight (8) bulkheads Weight is 12,030 lbs each No lifting beam is available Location: The eight bulkheads are located in the upper parking lot at Upper St. Anthony Falls (USAF) lock and dam. All eight shall be transported to the lower parking lot at Lock and Dam 1 (LD1). Upper St. Anthony Falls Lock and Dam - 1 Portland Ave, Minneapolis, MN 55104 Lock and Dam 1 - 5000 West River Parkway, Minneapolis, MN 55104 SUBMITTALS Please submit in writing a brief Lift/Transportation Plan, which shall include descriptions of the heavy-lift equipment, including current certifications for both the equipment and operator(s). Also include details of the truck(s) and trailer(s), required permits, schedule and routes. Please state if the equipment is owned by the firm, or subcontracted/rented. Please submit a statement of experience, including contact information for similar or related heavy lifting and transport projects. Please include the firm's UEI (unique entity identifier) and CAGE number from the System for Award Management (SAM). Please state if the firm is a Small Business, and if the firm qualifies for any special small business set-asides (HUBZone, 8(a) program, WOSB, etc.). In order to receive a Federal Contract, a firm must be fully registered in SAM, to include FAR and DFARS Representations and Certifications.
