The U.S. Army Corps of Engineers - St. Paul District seeks a contractor to inspect and rebuild one (1) 12 ft hydraulic cylinder used to operate the miter gates on Lock & Dam 1 in Minneapolis, MN. The hydraulic cylinder is a Parker-Hannifin Series 2H, Style C. It has a 12 ft bore, 4.5 inch rod diameter, and 8 ft 8 inch stroke length. The cylinder was operational when removed during Fall 2022. The used Parker-Hannifin Series 2H, Style C hydraulic cylinder shall have the following service and repairs performed: Clean, drain, tear down and inspect all internal and external components for wear and damage. Inspect the rod to make sure it is not bent, scratched or gouged and rebuild if necessary. The rod should be polished smooth and the internal tube should be machined and honed. Replace the gland, piston and any other wear items including seals and bearings Remove brass bushing that are in the eye of the rod-end and replace with customer supplied stainless steel bearings. Polish the end caps Diagnose the cause of any damage to help prevent it from occurring again. Re-assemble and pressure test Re-paint with lead-free V766E vinyl-based industrial paint. Gray color 8 mils thick If other parts are found to be out of tolerance and requiring additional work, the Contractor shall prepare and submit a written estimate for the additional work, and shall not proceed without written notice from the Contracting Officer Delivery Date: The repaired cylinder shall be delivered on or before 10 March 2023. Shipping/Pickup: The Government will deliver to and pickup the hydraulic cylinder from a Contractor location within 50 miles of Lock & Dam 1 (Minneapolis, MN); For locations beyond 50 miles, the contractor is responsible for the pickup and delivery of the product. Offerors shall submit with their quote relevant information (contract #, dates, description of work performed, customer POC) for similar work (i.e. rebuild of large hydraulic signatures) performed within the past five (5) years, to demonstrate technical excellence. Offeror shall be registered in SAM (Systme for Award Management) https://www.SAM.gov/ to include the FAR and DFARS Representations and Certifications (Reps & Certs) sections with the NAICS code applicable to the solicitation. Offers must be RECEIVED by the time and date of solicitation close stated in SAM.gov in order to be considered for award.
