The North American Industry Classification System (NAICS) Code is 237990 Other Heavy and Civil Engineering Construction with a size standard of $39.5M. The estimated magnitude of this construction project is between $100,000,000 and $250,000,000. This is a full and open (unrestricted) competition under FAR Part 36, using FAR Part 15 Selection Processes. Payment and Performance Protection is required in accordance with FAR Part 28.

USACE intends to issue a Request for Proposal (RFP) in October of 2021 that is a full and open (unrestricted) competition for award of one (1) firm-fixed-price contract. The USACE-supplied plans and specifications include, but are not limited to, a gated structure, dam walls, vehicle service bridge, mechanical platform bridge, stilling basin, dentated end sill, downstream retaining walls, approach apron, slope protection slab, and approach walls. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction with a size standard of $39.5M. All firms responding to this Sources Sought Notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research will assist the Government in planning its acquisition strategy. This is strictly market research. The Government will not entertain questions concerning this market research. The U.S. Army Corps of Engineers, St Paul District (USACE) is planning the Red River Structure (RRS) of the Fargo-Moorhead Metropolitan Area Flood Risk Management Project. The RRS’s main function is to control the amount of flow entering the benefitted area where the Red River passes through the dam. The RRS will include a gated structure, dam walls, vehicle service bridge, mechanical platform bridge, stilling basin, dentated end sill, downstream retaining walls, approach apron, slope protection slab and approach walls. The structure includes three 50-foot wide Tainter gates, two 12-foot wide concrete piers between them, and abutments on the east and west side of the structure. The RRS also includes a control building, access roads, approximately 3,000 feet of engineered channel, and approximately 2,000 feet of borrow ditch channel.
