The U.S. Army Corps of Engineers - St. Paul District is seeking a contractor to replace the roof of the Dam Tender's House at Gull Lake Dam and Recreation Area, near Brainerd, in Cass County, Minnesota. The house is a 2 story, gable-roofed, Craftsman Bungalow, built in 1912, owned by the Government, and eligible for listing on the National Register of Historic Places (NRHP). The total combined roof surface is approximately 2,269 square feet. Work includes supplying Performance and Payment bonds, a full tear-off of existing asphalt shingle roofing materials, installation of metal composite roofing material in a diamond pattern on the roof, gables ends, and dormers, adding flashing to the eaves. Work also includes replacement of unsound wood or substrate materials. Optional Work includes replacement of chimney and adding chimney flashing. Existing painted surfaces may contain lead paint. The estimated magnitude of construction for this project is between $100,000 and $250,000. This procurement is set-aside 100% for 8(a) Program small business concerns under NAICS 238160, Roofing Contractors, with a small business size standard of $16,500,000. OFFEROR SHALL BE REGISTERED IN SAM (System for Award Management) https://www.sam.gov to include the FAR and DFARS Reps and Certs sections with the NAICS code applicable to the solicitation. Quotes must be RECEIVED no later than the Offer Due Date/Time listed in the SAM.gov solicitation posting. Quotes received after the deadline are considered late, and may not be considered for award. Quotes must include specific acknowledgement of all amendments to the solicitation (if any). Quotes that do not acknowledge amendments may not be considered for award. Offerors are highly encouraged to inspect the worksite prior to submitting a quote. Please see clause 52.236-27 - Site Visit (Construction) for further details. AMENDMENT 0001 has been added. This amendment extends the solicitation close date to August 30 at 11:00 AM (Central), extends the project completion date, and adds information about the diamond-shape metal shingles sought. Please specifically acknowledge ALL AMENDMENTS when submitting your quote. Offerors may either complete blocks 19 and 20 of the SF1442, or sign the SF30 of each amendment and include those documents in their offer.
