Mechanical Unloading of Islands and Dredging in the Mississippi and Minnesota Rivers, Minnesota, Wisconsin, and Iowa within the U.S. Army Corps of Engineers, St. Paul District (USACE) area of responsibility. Work consists of, but is not limited to, furnishing all plant, labor, material, and equipment necessary for island unloading and/or dredging with a backhoe, dragline, or other mechanical equipment or marine plant, and transportation of material to designated USACE placement sites. This solicitation is issued as an Invitation for Bids (IFB) in accordance with FAR Part 14 and is 100% set-aside for Small Business. The appropriate North American Industry Classification System code for this construction requirement is 237990 Other Heavy and Civil Engineering Construction, with a size standard of $39.5 Million. The solicitation will result in an Indefinite Delivery, Indefinite Quantity (IDIQ) contract type consisting of a base 12-month period of performance and options for two (2) additional 12-month periods of performance. The estimated magnitude of construction is $10,000,000 to $25,000,000.

The U.S. Army Corps of Engineers, St. Paul District (USACE) is planning to solicit a requirement for the unloading of dredge material for USACE storage sites and for maintenance dredging of the navigational channels within the St. Paul District area of responsibility. The work will consist of, but is not limited to, furnishing all plant, labor, material, and equipment necessary for unloading dredge material from USACE storage sites and/or dredging the navigational channel with a backhoe, dragline, or other mechanical equipment on marine plant, and transporting the material to designated placement sites. USACE intends to issue an Invitation for Bid (IFB) on or around 08 July 2022 that will be a 100% Small Business set-aside competition for award of one (1) firm-fixed-price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The period of performance will be one (1) year beginning 01 March 2023, with two (2) 12-month option periods. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction with a size standard of $39.5M. The estimated magnitude of construction is between $10,000,000.00 and $25,000,000.00. The contract will require 100% performance and payment bonds.
