The U.S. Army Corps of Engineers (USACE), St. Paul District (MVP) has a requirement to install sheet pile at Lock and Dam 4 (LD4). The project will create an auxiliary lock bay closure upstream of the existing auxiliary miter gates. The closure will serve as a new damming surface for the structure. The new closure will consist of two parallel rows of sheet pile secured with tie-rods with granular material filled in the space between the sheets. Permeation grouting will be performed for seepage control measures. Timber fenders will be attached to the upstream face of the closure, and an access ladder will be installed as part of the project work. The auxiliary lock bay is located to the riverside of the main lock, which is on the Wisconsin side of the Mississippi River. LD4 is located near Alma, WI (Buffalo County), and is accessible from Wisconsin State Highway 35. The North American Industry Classification System (NAICS) code for this action is 237990; Other Heavy and Civil Engineering Construction with a small business size standard of $39.5M. The estimated magnitude of construction is between $5,000,000 and $10,000,000; the contract will require 100% performance and payment bonds. This procurement is set-aside 100% for small business concerns. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). The anticipated solicitation date is July 13, 2022. The solicitation will not be issued less than 15 days from the date of this announcement. The specifications and drawings will be included with the solicitation once issued.
