This is a PRE-SOLICITATION NOTICE, intended for informational and planning purposes only. The Government intends to release a solicitation in the near future. This notice does not commit the Government to the award of any contract or other obligations. The U.S. Army Corps of Engineers – St. Paul District requires a contractor to supply Geotechnical Drilling Equipment with Operating Personnel and Supplies on a Rental Basis. The Government intends to issue one (1) Indefinite Delivery Indefinite Quantity (IDIQ) contract for one year, with two additional option years, exercisable by the Government. The contractor may be called upon to supply drilling equipment and operating personnel throughout the entire St. Paul District area of responsibility, covering parts of North Dakota, South Dakota, Minnesota, Wisconsin, and Iowa. The five different drill rig types and CPTu system required for this contract are: DRILL RIG A (All-Terrain Vehicle, Track-Mounted); DRILL RIG B (All-Terrain Vehicle, with large Balloon or Flotation Tires); DRILL RIG C, (Truck-Mounted 2 or 4-Wheel-Drive); DRILL RIG D (Skid Rig with Rotary Drilling Capability); DRILL RIG E (Portable (Hand-Carried Pipe-Driving Winch Rig); CPTu SYSTEM (detailed in section 3) pushed by one of the above Drill Rigs. The equipment will be used on all types of terrain including but not limited to woods, steep hills, bogs, frozen lakes and swamps, and site conditions, dry, wet, snowy, or muddy. It will be used in all weather conditions; snow, rain, ice, and sub-zero temperatures. In addition to the five types of drill rigs, the contractor must also be prepared to supply the following: Floating Plant – including work barge and push boat Portable Steam Cleaner Rental DOT-Approved Containers (Drums) for Contaminated Soils, Drilling Fluid, or Decontamination Water Backfill Material – including Portland Cement, High Solids Bentonite Grout, Bentonite Chips, Filter Pack Sand, and Barite Drilling Additive Monitoring Well, Piezometer and Instrumentation Casing (PVC pipe and black pipe with lockable covers) OFFEROR SHALL BE REGISTERED IN SAM (System for Award Management) https://www.sam.gov to include the FAR and DFARS Representations and Certifications (Reps & Certs) sections with the NAICS code applicable to the solicitation.
